Vikramaditya Singh: Himachal Gets Rs 50 Crore For MSSC Under 15th Finance Commission

Shimla, March 5: Aiming to enhance administrative efficiency and service delivery in urban areas in the state, Himachal Pradesh has been allocated Rs 50 crore under the 15th Finance Commission for setting up Municipal Common Service Centres (MSSC). This was announced by the Public Works Minister Vikramaditya Singh stating the timely approval by the Central Government was the outcome of the consistent persuasion and lobbying of the state government.

The grant would be instrumental in modernizing urban administration in Himachal Pradesh as it is intended for establishing MSSCs linked to National Data Center, Singh added. The state government has been relentlessly striving to empower urban local bodies and take on issues like limited manpower, lack of finance, and technical assistance under the leadership of Chief Minister Thakur Sukhvinder Singh Sukhu. MSSCs will address these challenges through knowledge sharing and standardized practices that improve efficiency by centralizing administrative processes.

“Similar to the services available at passport centers, residents of Himachal Pradesh will not have to run from pillar to post for vital services like issuance of birth and death certificates, trade licenses, and grievance redressal, with the establishment of MSSCs,” Singh said. The centers will also centralize tasks such as accounting, payroll management and vendor payments. Also, key services like tax collection, garbage collection and maintenance work would be available closer to people’s doorsteps, which will enhance the functioning of smaller municipal bodies.

The Public Works Minister further mentioned that the state government will seek financial assistance from the central government for every urban development initiative. The Rs 50 crore grant will help in creating 3 clusters of urban local bodies throughout Himachal Pradesh, which would improve the technical expertise of municipality administrations to a larger extent and also provide better quality services to the urbanites.

This project will be funded in two disbursements. Of this, 50% of the amount shall be released on approval and the balance amount shall be released on successful operation of MSSC model. There are also several states including one of Himachal Pradesh, Assam, Arunachal Pradesh along Nagaland where this initiative will likely give good output. The state government will appoint a tri-party institution to implement the project effectively and to excruciate its assessment.

The MSSC model will facilitate the optimum utilization of resources and improve service delivery for urban residents in the state Singh said.
