Himachal Pradesh High Court Issues Warrants Against Nauni University VC, Registrar Over Non-Compliance of Court Orders

The Himachal Pradesh High Court has taken strict action against senior officials of Dr Yashwant Singh Parmar University of Horticulture and Forestry, Nauni, by issuing bailable warrants against the Vice Chancellor and Registrar for allegedly ignoring court directions and remaining absent during proceedings.

The order was passed by Justice Jiya Lal Bhardwaj while hearing a petition related to pensionary benefits filed by petitioner Nek Ram.

According to the court, the university authorities were earlier directed to submit compliance documents and appear personally before the court if the directions were not implemented. However, despite repeated opportunities, neither the court’s orders were complied with nor did the officials appear during the hearing.

Taking serious note of the matter, the High Court ordered the issuance of bailable warrants to ensure the presence of both officials before the court on May 22.

Pension Benefits Case Behind the Action

As per court records, Nek Ram had approached the High Court in 2025 seeking the inclusion of his work-charge service period for pension benefits. On November 13 last year, the court had directed the university administration to consider his claim within four weeks while taking into account judgments delivered in similar cases.

However, the petitioner later filed a compliance petition, alleging that the university failed to implement the court’s directions.

The High Court observed that the university administration had been granted five opportunities to comply with the earlier order, but no effective action was taken. Due to continued non-compliance, the court initiated coercive proceedings against the Vice Chancellor and Registrar.

Court Takes Non-Compliance Seriously

The latest development highlights the court’s strict stance on non-compliance of judicial orders by public institutions and officials. Legal experts believe the move sends a strong message that authorities cannot ignore court directives or avoid appearing before the judiciary when ordered.

The matter is now scheduled for further hearing on May 22, when both officials are expected to appear before the High Court.
