The controversy revolves around a 2023 clarification issued by the state government that granted local MLAs the right to vote in the election of civic body chiefs. Had those voting rights remained in place, Congress-backed candidates could have gained a crucial advantage through the additional votes of sitting MLAs.
With the High Court staying the provision, elected councillors alone are expected to play the decisive role in choosing the presidents and vice-presidents of Municipal Councils and Nagar Panchayats.
Political observers believe the order significantly improves the BJP’s chances of securing leadership positions in several civic bodies where the margin between BJP and Congress-backed councillors is extremely narrow.
BJP Dominates Solan Civic Poll Results
The BJP-backed candidates delivered an impressive performance across Solan district’s civic bodies, winning a clear majority of seats.
According to the election results:
- BJP-supported candidates secured 16 seats.
- Congress-backed candidates won 8 seats.
- One seat was won by an Independent candidate.
The victories came across key civic bodies, including Arki Municipal Council, Parwanoo Municipal Council, Nalagarh Municipal Council, and Kandaghat Nagar Panchayat.
Tight Contest in Arki and Parwanoo
The High Court’s decision is especially significant for Arki and Parwanoo, where the contest between the BJP and Congress was closely fought.
In Arki Municipal Council:
- BJP-backed candidates won 4 seats.
- Congress-backed candidates secured 3 seats.
In Parwanoo Municipal Council:
- BJP-supported candidates won 5 seats.
- Congress-backed candidates won 4 seats.
Both civic bodies were previously controlled by Congress-supported representatives, making the BJP’s latest gains politically important ahead of the leadership elections.
Clear Majority in Nalagarh and Kandaghat
The BJP also registered comfortable victories in Nalagarh Municipal Council and Kandaghat Nagar Panchayat. Political analysts view these results as a setback for Congress leaders in the region, particularly in constituencies represented by Congress MLAs.
The outcome suggests that BJP’s grassroots organization and local campaign strategy resonated strongly with voters across the district.
BJP Calls It a Victory for People’s Mandate
Welcoming the High Court order, Solan BJP district president Rattan Pal said the decision respects the mandate given by voters in the civic elections.
He stated that the party is preparing to elect its supported candidates as presidents and vice-presidents in local bodies across the district. According to him, allowing MLAs to vote would have altered the electoral balance in closely contested councils such as Arki and Parwanoo.
The BJP leadership has described the court’s intervention as a step toward ensuring that the will of elected councillors is reflected in civic governance.
Congress Faces New Political Challenge
While the BJP is focused on consolidating its position in the newly elected civic bodies, the Congress faces the challenge of retaining influence in local governance despite the setback.
