Himachal Pradesh is considering a major administrative restructuring as the state government moves to reduce the number of senior officers from the Indian Administrative Service (IAS) and Indian Forest Service (IFS). The proposal comes at a time when the hill state is battling severe financial pressure, rising debt and shrinking fiscal resources.

According to official sources, the Department of Personnel has recommended reducing the IAS cadre strength from 153 to 147 officers. In a more significant move, the IFS cadre may be cut from 114 to 83 officers. If approved by the Centre, the decision would lead to a reduction of 37 senior officers across both services.

Sources within the administration also indicated that a similar review of the Indian Police Service (IPS) cadre could soon be undertaken as part of a broader cost-cutting exercise.

Himachal Government Focuses on Cutting Administrative Costs

The proposal reflects the state government’s growing concern over its worsening financial health. Himachal Pradesh is currently dealing with a debt burden exceeding Rs 1 lakh crore, while expenses on salaries, pensions and administrative operations continue to rise every year.

Officials estimate that maintaining a single IAS, IPS or IFS officer costs the state nearly Rs 50 lakh annually when salary, official staff, government accommodation, vehicles and other benefits are included.

By reducing cadre strength, the government hopes to redirect funds toward infrastructure development, welfare schemes and public services instead of maintaining a large administrative setup.

A senior official described the move as part of a long-term administrative reform strategy aimed at “ensuring efficient governance within the state’s limited financial resources.”

Forest Department Structure Under Scanner

The Forest Department has emerged as a key focus area in the restructuring plan. Officials believe the department currently has a disproportionately high number of senior officers compared to ground-level field staff.

The government reportedly feels that strengthening grassroots forest management teams would deliver better results than continuing with what many insiders describe as a “top-heavy” administrative structure.

Experts believe such restructuring could improve operational efficiency while also reducing recurring expenditure.

Financial Pressure Increased After Revenue Deficit Grant Withdrawal

The financial challenges of Himachal Pradesh have intensified after the discontinuation of the Revenue Deficit Grant (RDG) from the Centre. The grant previously contributed nearly Rs 8,000 crore annually to the state’s finances.

Its withdrawal has forced the government to tighten spending and even reduce the annual budget allocation for the 2026-27 financial year — a rare move in the state’s fiscal history.

At present, the state spends nearly Rs 28,000 crore annually on committed liabilities such as salaries and pensions, leaving limited room for development spending.

Government Exploring More Cost-Cutting Measures

With limited revenue-generation opportunities available, the Himachal Pradesh government is now aggressively exploring ways to reduce what it calls “non-essential expenditure” without affecting governance or public service delivery.

Political analysts believe the proposed reduction in all-India service officers could become one of the biggest bureaucratic restructuring exercises undertaken by the state in recent years.

If approved by the Centre, the decision may also set an example for other financially stressed states looking to balance governance efficiency with fiscal discipline.
