1,109 Vehicles Blacklisted in Himachal Pradesh Over Unpaid Challans: Transport Department Cracks Down
In a strict enforcement drive, the Transport Department has blacklisted 1,109 vehicles across four districts of Himachal Pradesh—Kangra, Chamba, Una, and Hamirpur—during the financial year 2025–26. The action was taken against vehicle owners who failed to clear their pending challans within the prescribed time.

The crackdown was carried out by the Regional Transport Office (Flying Squad), North Zone, Dharamsala, which oversees these districts.
Commercial Vehicles Top the List of Violators
Officials revealed that commercial vehicles accounted for the majority of violations, primarily due to issues like permit violations and overloading.
On the other hand, private vehicle owners were mostly fined for:
- Lack of valid insurance
- Missing pollution under control (PUC) certificates
Interestingly, several vehicles registered outside Himachal Pradesh also appeared on the blacklist, highlighting the widespread nature of non-compliance.
What Happens When a Vehicle is Blacklisted?
According to Aseem Sood, Regional Transport Officer (Flying Squad), once a vehicle is blacklisted under the Motor Vehicles Act, it is marked as “not to be transacted.”
This means:
- No ownership transfer
- No registration-related services
- No official vehicle transactions
In simple terms, the vehicle becomes legally inactive until dues are cleared.
90-Day Deadline Before Blacklisting
The Transport Department follows a structured process before taking strict action:
- A challan is issued
- Vehicle owner gets time to pay
- A notice is sent if payment is delayed
- If ignored, the vehicle is blacklisted
Typically, owners are given up to 90 days to clear their dues before blacklisting begins.
How to Remove a Vehicle from the Blacklist
Getting a vehicle removed from the blacklist is possible—but only after clearing all pending dues.
Steps include:
- Paying the challan amount
- Informing the RTO Flying Squad
- Verification by the concerned Registering and Licensing Authority (RLA)
For vehicles registered in other states, owners must submit proof of payment either online or offline. The RTO then coordinates with the respective state authority to restore the vehicle’s status.
Rising Focus on Traffic Compliance
This move signals a stronger push by authorities to enforce traffic rules and improve compliance, especially among commercial vehicle operators. With increasing digital tracking systems, avoiding penalties is becoming harder than ever.
