Reported & Written By Kumud Sharma, Diary Times, Shimla, March 28: Now in Himachal Pradesh, no investigation will be directly handed over to IAS and HAS officers without the approval of the Personnel Department. On Wednesday, Chief Secretary Prabodh Saxena has issued orders in this regard to all administrative secretaries, heads of departments, Deputy Commissioners and Divisional Commissioners.
It was said in the letter that the Personnel Department is the cadre controlling authority. In such a situation, no secretary can directly hand over the investigation to the officers having administrative control.
It is written in the letter that it has often been seen that without prior permission of the Personnel Department, some administrative secretaries and heads of departments are handing over the investigation to IAS and HAS officers at their level.

It is written in the letter that the investigation is being handed over to such officers who are not even under his direct administrative control. Department of Personnel is the cadre controlling authority of IAS and HAS officers, hence no investigation in any case can be entrusted to an IAS and HAS officer who is not under the direct administrative control of the concerned.
The Administrative Secretary and Head of the Department cannot take such decisions without the prior approval of the Personnel Department.
In such cases, it will be mandatory to consult the Personnel Department before handing over the investigation. All administrative secretaries and heads of departments have been asked to strictly follow these orders in future.
