Reported & Written By Kumud Sharma, Diary Times, Shimla, April 02: Himachal Pradesh has succeeded in spending 100 percent of the budget received from the Central Government under the Samagra Shiksha Abhiyan in the last financial year. The total amount spent is Rs 817.61 crore. For the last few years, Himachal Pradesh was not able to spend the budget of Samagra Shiksha Abhiyan and hence this amount was lapsing.

While talking to journalists on Tuesday, Project Director of Samagra Shiksha, Rajesh Sharma said that under the Samagra Shiksha Abhiyan in Himachal Pradesh, Rs 817.61 crore received from the Central Government has been spent in the financial year 2023-24. This is the first time that Himachal Samagra Shiksha has spent 100 percent of the funds. Earlier, Himachal Pradesh was not able to fully spend the funds received from the Central Government for Samagra Shiksha Abhiyan.

Project Director of Samagra Shiksha, Rajesh Sharma said that in 2021-22, Himachal Pradesh had received Rs 629.08 crore from the Central Government for Samagra Shiksha, out of which Rs 428.21 crore was spent in that financial year, which is 68.07 percent of the total amount. In the financial year 2022-23, Himachal Pradesh had received Rs 709.82 crore for overall education, out of which Rs 523.79 crore i.e. 73.79 percent of the amount could be spent. On the contrary, for the first time in the financial year 2023-24, Himachal Pradesh has managed to spend the entire amount of Rs. 817.61 crores for Samagra Shiksha, due to which the Government of India has released a fund of Rs. 966 crores under Samagra Shiksha to Himachal Pradesh for the financial year 2024-25.

Project Director of Samagra Shiksha Rajesh Sharma said that Himachal Pradesh has implemented Samagra Shiksha better. The Ministry of Education, Government of India has also praised Himachal Pradesh for its better implementation of holistic education. This is the reason why this time Himachal Pradesh has received a record amount of Rs 966 crore from the Central Government. Rajesh Sharma said that this time also Himachal Pradesh has received more amount under the STARS Project of Samagra Shiksha Abhiyan, because Himachal Pradesh has spent the entire amount of Rs 817.61 crore received from the Central Government in the last financial year.

Project Director Rajesh Sharma said that in the financial year 2023-24, Himachal Pradesh had received funds of Rs 274.74 crore from the Central Government, out of which Rs 272.21 crore was spent. Earlier, out of Rs 243.69 crore received by Himachal Pradesh in the financial year 2022-23, only Rs 36.93 crore were spent, in 2021-22 only Rs 7.17 crore could be spent out of Rs 54 crore, Whereas out of the Rs 11.28 crore received in the financial year 2020-21, none of the amount could be spent.

Project Director Rajesh Sharma said that if the funds received from the Central Government are fully spent, there is less financial burden on the treasury of Himachal Pradesh Government. Rajesh Sharma said that Samagra Shiksha has worked closely with the Directorate of Elementary and Higher Education. Whereas tenders for providing ICT, smart class rooms or other basic facilities were made on time and complete transparency was maintained in these tenders. In this way, the money of Samagra Shiksha and STARS Project is no longer going back to the Central Government, which is why this time the Education Secretary of the Central Government has also highly appreciated the work done by Himachal Pradesh under the Samagra Shiksha Abhiyan.

Major focus on quality of education in Himachal Pradesh in Samagra Shiksha Abhiyan: Rajesh Sharma

Samagra Shiksha Project Director Rajesh Sharma said that Himachal Pradesh is focusing mainly on the quality of education. The quality of education is also being continuously monitored. Rajesh Sharma said that a fund of about Rs 9 crore has been received from the Government of India for the State Institute of Education Management and Training Shamlaghat. Teachers will be given high quality training in this institute. For this, the institute built in Allahabad, Uttar Pradesh will also be studied. On the basis of this, a recommendation will be made to the Central Government to implement this institute in Himachal Pradesh. This institute will provide good playground, class room and guest house facilities. Similarly, Excellence DIETS are being buit in Shimla and Sirmour districts. For this, Rs 15 crores have been received from the Central Government.

Teachers changed the picture of education in government schools, now employees are also teaching their children in the same school: Rajesh Sharma

Samagra Shiksha Project Director Rajesh Sharma said that efforts are being made by Samagra Shiksha towards providing quality education in government schools. At the same time, teachers are also making a big contribution in providing quality education. One such school is Kuthed Primary School in Chuwadi, Chamba where a JBT teacher named Ashish Bahl is teaching experiential learning to the children. The result is that employees of government departments are also enrolling children in Kuthed Primary School instead of private schools. In the last three years, the number of children in Kuthed Primary School has increased from 20 to 80. Rajesh Sharma said that the effort of Samagra Shiksha is to bring children from private schools to government schools.
