The Urban Local Body (ULB) election results in Himachal Pradesh’s Kangra and Chamba districts have turned into a major political talking point, offering an early glimpse into the state’s changing electoral mood before the 2027 Assembly elections. Despite being the ruling party in the state and facing the pressure of anti-incumbency, Congress managed to retain its traditional urban strongholds and also registered impressive gains in regions that had recently leaned towards the BJP. Political observers believe the outcome highlights the continued importance of strong local leadership, booth-level organisation and direct voter engagement in Himachal politics.
Congress Registers Big Wins in Key Urban Bodies
For Congress, victories in civic bodies such as Kangra, Jawalamukhi and Shahpur were important to maintain its traditional support base. However, the party’s success in Dehra and Nurpur has drawn the most attention because both regions were increasingly considered BJP-leaning areas in recent elections.
The results are being viewed as a symbolic political comeback for Congress in the crucial Kangra belt, which plays a decisive role in Himachal Pradesh politics.
In Nagrota Bagwan, although Congress won only three out of seven seats, the party is still expected to gain control of the civic body. The president’s post is reserved for the Scheduled Caste category, and only one Congress-backed SC candidate secured victory, placing the party in a stronger position during leadership selection.
BJP Strategy Fails to Deliver Expected Results
The BJP’s performance in the ULB elections has reportedly triggered internal discussions within the party. Analysts believe the BJP relied heavily on the assumption that public dissatisfaction against the Congress government would automatically convert into votes.
However, that strategy did not work effectively in several municipal councils and nagar panchayats.
One of the biggest reasons behind BJP’s underwhelming performance was its heavy focus on high-profile Municipal Corporation contests in Dharamsala and Palampur. This reportedly weakened the party’s booth-level mobilisation in smaller urban areas where local coordination and candidate management play a crucial role.
Congress Focused on Grassroots Campaigning
Unlike the BJP, Congress leaders and workers remained active at the ward level throughout the campaign. Ministers, local representatives and party workers reportedly carried out continuous door-to-door outreach and maintained direct communication with voters.
Instead of turning the elections into a battle over state-level narratives, Congress successfully kept the focus on local issues, accessibility and personal voter connection. This grassroots strategy appears to have worked strongly in its favour.
Internal Factionalism Hurt BJP Campaign
Factionalism within the BJP also emerged as a major factor affecting the party’s performance. Political insiders pointed to visible internal rivalry in areas like Dehra and Dalhousie, where competing power centres reportedly weakened campaign coordination.
In Chamba district, Congress is expected to retain Nagar Panchayat Chowari and has also delivered what local leaders are calling the party’s strongest performance in the Chamba Municipal Council in nearly 15 years.
Kangra Results Could Shape 2027 Political Battle
The latest ULB election results are especially significant because Kangra remains Himachal Pradesh’s most politically influential district, sending 15 MLAs to the 68-member Assembly.
Historically, political momentum in Kangra has often played a crucial role in deciding the road to power in Shimla. With these urban poll results, Congress appears to have regained critical political ground well ahead of the 2027 Assembly elections, while the BJP faces growing pressure to strengthen its local organisation and strategy in the region.
