HP Assembly clears Rs 17,053 cr annual supplementary budget for 2024-25 to boost state development

Shimla, March 11, 2025 – In a serious step towards quickening up the development and to make sound investment in the consequential sectors, the Himachal Pradesh Assembly on Tuesday passed the supplementary budget in favour of the financial year 2024-25 amounting to Rs 17053 crore 78 lakh. The budget passed on a voice vote, an important moment in the state’s budget process.

Chief Minister Sukhvinder Singh Sukhu presented the supplementary budget which contained the first and the last installments for the current financial year of 2024-25 in the state assembly. Extensive financial provisions were made for essential and significant schemes and development projects of various departments in the state as the annual budget was increased from Rs 58,444 crore to Rs 75,497 crore 78 lakh in lieu of this decision.

Investment by Sector and Allocation of Funds

The Chief Minister elaborated on where this supplementary budget would be used, stating their commitment for money to go into all developmental works, salary and pension payments, better infrastructures etc. With this new budget, our focus will be on the cornerstones of education, health, disaster relief and recovery, transport, and infrastructure development.

Of this, Rs 15,776 crore 19 lakh will be allocated under state schemes and Rs 1,277 crore 59 lakh will be allocated under centrally sponsored schemes. Most amount Rs 10,137 crore 7 lakh will be used to meet wages, overdraft, and other liability requirements. Another Rs 1,033 crore 63 lakh will be spent on power generation, transformer repairs, and loans to state power companies.

Transport, Education and Health Sector Strengthening

To enhance the state’s transport sector, Rs 814 crore 94 lakh was allotted to the Himachal Road Transport Corporation (HRTC). This includes lower transportation fares and e-bus acquisitions to minimize environmental impact and improve public transportation.

The supplementary budget also provides Rs 150 crore 19 lakh new additional budget for the education sector for the repair of school buildings damaged in the monsoon and for the construction of new school and college buildings. A total of Rs 455 crore 91 lakh is allocated for the health sector, of which fund will be used for construction of medical colleges and medical equipment as well as the Him Care scheme, which will help further enhance health facilities and services across the state.

Social Welfare and Economic Infrastructure

Part of the fund has also been set aside for social welfare schemes. A budget provision of Rs 130 crore 16 lakh has been made for various social welfare initiatives such as working women’s hostel, honorarium of Anganwadi workers, Chief Minister Sukh Ashray Yojana etc. On the other hand, Rs 329 crore 44 lakh will be used in Water Supply and Sewerage schemes and Rs 303 crore 67 lakh will be spent on disaster relief.

Infrastructure is a second priority. In addition, Rs 135 crore 88 lakh will be spent on the construction of roads and bridges, while Rs 124 crore 50 lakh will be spent on the development of railways to enhance connectivity and transportation in the region.

Centrally Sponsored Schemes (CSS)

The supplementary budget also provides funds for centrally sponsored schemes apart from state-specific initiatives. Some of the significant allocations included Rs 296 crore 56 lakh for the Pradhan Mantri Gramin Sadak Yojana, Rs 207 crore 23 lakh for compensation to the local people uprooted by the Renukaji Dam and Rs 90 crore 28 lakh for Pradhan Mantri Awas Yojana (Rural).

Speaking after the passing of the supplementary budget, Chief Minister Sukhvinder Singh Sukhu said that he was now confident that the state had the adequate financial resources to continue the state’s mission for progress. These development schemes will be implemented for the people of Himachal Pradesh and the approval of Deputy Chief Minister Anil Sharma for additional Rs 17,053 crore 78 lakh will further enhance the capacity of the state government to launch these critical development works, social welfare schemes and strengthen the infrastructure.

The government’s agenda is clear and we now have a mandate in passing the supplementary budget to be able to move forward across the state on a number of important initiatives that ensure growth and advancement continues in the state.
