The uproar began after the state government introduced an amendment allowing Deputy Commissioners (DCs) to modify up to 5% of reserved posts for gram panchayat pradhans and panchayat samiti chairpersons. While 95% of the seats will still follow the standard reservation system, the Opposition strongly objected to the discretionary power granted to district authorities.
The BJP termed the move “anti-democratic” and accused the government of attempting to manipulate the electoral process. Tensions escalated further when the Speaker rejected the Opposition’s demand for a discussion under Rule 67, prompting BJP legislators to stage a walkout from the House.
Defending the government’s decision, Chief Minister Sukhvinder Singh Sukhu said the amendment was a “practical solution” to correct anomalies in reservation allocation. He pointed out that due to the absence of updated Census data, the state has to rely on the 2011 Census, which may not accurately reflect current demographic realities.
“In several cases, panchayats reserved for OBCs had no OBC population at all. This limited flexibility is meant to address such discrepancies,” Sukhu explained, emphasizing that the move was not politically motivated but administratively necessary.
However, Leader of Opposition Jai Ram Thakur raised serious concerns, arguing that reservation rosters should strictly follow population data and rotational norms. He warned that giving such powers to administrative officials could open the door to misuse and favoritism.
Adding to the criticism, BJP MLA Randhir Sharma alleged that the 5% relaxation was merely a “facade” to influence the broader reservation structure. He also questioned the lack of consultation with the State Election Commission, calling the decision “procedurally flawed” and “authoritarian.”
Despite the backlash, the Chief Minister reiterated the government’s commitment to conducting Panchayati Raj elections before May 31, in compliance with Supreme Court guidelines—unless legal hurdles arise.
Following the walkout, BJP members did not return to the Assembly, and the proceedings continued briefly before being adjourned till Thursday.
The political confrontation has not only intensified the debate over electoral fairness but also set the stage for a larger battle ahead of the rural polls in Himachal Pradesh.
