Himachal: Cloud burst in Samej at midnight, information received at 3 am… 36 people buried alive
Shimla, 01 August: 36 people have gone missing due to the cloud burst incident in Samej Khad adjacent to Jhakri area of Rampur late night on 31 July. The district administration started rescue work from 5:30 am on Thursday to rescue these people. Deputy Commissioner Anupam Kashyap and Superintendent of Police Sanjeev Kumar Gandhi reached the spot in the morning itself. After this, the Deputy Commissioner monitored the entire rescue work and intensified the work by making strategy every moment.
Deputy Commissioner Anupam Kashyap said that all departments including District Disaster Management Authority, District Administration, Police are engaged in rescue work together. Rescue work has to be done in an area of about 85 kilometers. The affected area has been divided into six parts for this rescue work. The disappearance of 36 people has been confirmed. Out of these, three people belong to Kullu region while 33 were living in Shimla region. He said that SDM Kumarsain is monitoring some parts. He said that NDRF, SDRF, Army, CISF, ITBP, Police, Home Guard, Fire brigade have been included in the rescue team.
After the police received the initial information, the district administration formed a team of State Disaster Response Force SDRF, Police, Home Guard Fire brigade and sent them to the spot. But reaching the spot was quite challenging. The road leading to the spot was broken on both sides. In such a situation, the rescue team reached the spot by walking two kilometers. Many houses were washed away due to heavy rain and cloudburst in Samej late at night. He said that the rescue work will start again with sunrise in the morning and the work will end with sunset. He said that the team engaged in the rescue work was stationed at different places. Some local youth groups and people are also helping in this.
ADC appointed as Deputy Incident Commander-
In view of this incident, the Deputy Commissioner has appointed Additional Deputy Commissioner Abhishek Verma as Deputy Incident Commander, who has been posted at Sunni Koldam. Along with this, he will monitor the search operation to find the missing people in the Koldam. Search operation was conducted throughout the day on Thursday, but no rescue could be done.

– Police team headed by Hand Constable Sanjeev left for the incident site at 3:30 am
– SDM Rampur Nishant Tomar received information from Greenco Company at around 3:45 am.
– SDM had contacted NDRF, SDRF, Paramilitary Force, Police at 4:45 am.
– SDM Rampur left for the incident site with his team at around 5:40 am.
– 10 people were stranded on the other side of the ravine, who took around four hours to rescue.
– All rescue teams reached the incident site at around 7 am.
– Deputy Commissioner Anupam Kashyap and Superintendent of Police Sanjeev Gandhi reached the incident site at around 10:15 am.
– All people were rescued by 10:30 am.
– Two human remains were found during the rescue operation at around 12 noon.
Did not sleep for a moment – Eyewitness
There were three workers on night duty in Greenco project. These included security guard Purna, engineer Padam and electrician Hitesh. When the incident of cloudburst came to light at night, all three informed the top management of the project about it. All three wanted to leave from here but due to excess water outside, they were stuck inside. All three were rescued from here at seven in the morning. Giving information, Purna said that when the water suddenly increased in the ravine, we should try to go out, but the three then decided to stay inside the tunnel and wait till morning. There was no electricity at night, so it was not possible to guess about the village. This night was a terrible night for us. We remained awake the whole night and did not sleep for a moment.
The affected area has been divided into six parts
The district administration has divided the area into six parts to implement the rescue work in the area affected by the incident. The NDRF team has been deployed in the first part, the Indian Army in the second part, CISF in the third, ITBP in the fourth and police, home guards and quick response teams in the fifth and sixth parts.
The affected will be accommodated in Bushahr Sadan
The disaster affected people in this incident will be accommodated in Bushahr Sadan Rampur. For this, the local administration has taken the entire building under its control. Along with this, all the formalities and facilities will be ensured here. A capacity of about 100 has been prepared here.
Nand Lal inspected
The Chairman of the 7th State Finance Commission and local MLA Nand Lal visited the site of the incident. He has ordered to speed up the rescue operations. Along with this, the state government, district administration, NDRF, SDRF, police are making full efforts to find the missing people. He said that relief amount has been released for the affected people.

Apart from this, four helplines have been issued for Shimla district, which are 0177-2800880, 2800881, 2800882 and 2800883. WhatsApp number 94594-55841 has also been issued. Information can be shared on this. Apart from this, during any disaster, correct information can also be obtained through the above numbers.
36 missing people identified
So far 36 missing people have been identified. Out of these, 33 people were living in Shimla district area, including 4 migrant labourers, 8 people from Kandrahad and Khushwa area, 7 employees of Greenco Project Samej and 14 local residents of Samej village are missing. Apart from this, 3 people belong to district Kullu.
