Shimla, September 15: Chief Minister Thakur Sukhvinder Singh Sukhu said here today that the State Government has reorganized the Excise and Taxation Department by forming two separate wings namely GST Wing and Excise Wing. The move is aimed at streamlining operations and serving the public in a better way. He said the decision to create separate wings was long overdue, especially after thie implementation of the GST Act in July 2017. He said our government has taken the initiative to meet this need.

“Formation of separate wings is essential to improve the efficiency and functioning of the department,” the Chief Minister said. “Specialised training on technical, legal and regulatory aspects in view of the different legal framework and regulatory requirements will help ensure better performance and facilitate the public more effectively. It will also lead to equitable distribution of workload and strong field operations,” he said.

Having specialist personnel in each wing is expected to improve efficiency as officers develop expertise and focus in their respective areas. GST officers will focus on taxpayer services and revenue monitoring, while the excise wing will handle more regulatory functions given the social impact of their functions. Currently, officers are burdened with multiple tasks, which can affect accountability and the restructuring will help address this issue by allowing a clear division of responsibilities. The Chief Minister said 38 new posts will be created as part of the restructuring of the department. After the restructuring, the general pool will have 87 personnel, while the GST wing and the excise wing will have 718 and 632 personnel respectively.

7Neighbouring states like Jammu and Kashmir, Punjab and Uttarakhand have already reorganised their excise and taxation departments into separate wings, and we are now following suit. This restructuring will ensure a more focused approach in each wing, thereby enhancing public services and regulatory functions across the state, the Chief Minister said.
