Reported & Written By Kumud Sharma, Diary Times, Shimla, March 24:Â To form a majority government in Himachal Pradesh, Congress needs only one MLA out of nine and BJP needs ten MLAs. Out of 68 assembly constituencies of Himachal Pradesh, Congress currently has 34 MLAs and BJP has 25 MLAs. By-elections are to be held in nine assembly constituencies. By-elections have been announced in six assembly constituencies Dharamshala, Sujanpur, Gagret, Kutlehar, Barsar and Lahaul-Spiti. By-elections in Nalagarh, Dehra and Hamirpur are also likely to be announced soon on June 1, 2024. If BJP wins all the nine seats in the by-elections, then political crisis may arise again in Himachal Pradesh.

To form a majority government in Himachal Pradesh, both the parties will need 35 MLAs. In such a situation, there are chances of more political developments taking place in Himachal Pradesh in the coming days for the sake of power. To prove majority, the numerical strength of 34 MLAs apart from the Assembly Speaker is necessary. The Speaker of the Assembly can vote only if the number of MLAs is equal. At present, Congress has 34 MLAs including the Assembly Speaker. In such a situation, if majority has to be achieved then 33 Congress MLAs will be able to vote in the House.

If Congress wins just one seat in the nine assembly by-elections to be held in June, then the number of MLAs who can prove majority will increase to 34. In such a situation, there will be no threat to the government. If Congress does not win even a single seat in the by-elections and BJP candidates win only nine seats, then the number of BJP MLAs will increase from 25 to 34. In such a situation, the Congress government will be in minority. On the other hand, there is speculation that there may be more upheaval in the coming days to reach the magical figure of 35 MLAs. Both the political parties will be trying to break each other’s MLAs.

35 MLAs are needed for majority government –
Experts say that if BJP forms the government due to having more number of MLAs, then their situation will be like chaos at the time of proving majority. After the formation of the government, BJP will have to appoint its Assembly Speaker. The Speaker of the Assembly will not be able to vote again while proving majority in the House. In such a situation, the number of BJP MLAs who voted will reduce to 33. According to the numerical strength of MLAs, Congress will have a figure of 34. In this situation, political crisis will again arise in Himachal Pradesh. In such a situation, any political party that wants to form a majority government in the Himachal Pradesh will need at least 35 MLAs.
