The crisis facing the Congress government of Himachal Pradesh was averted on Wednesday. The Congress government succeeded in passing the budget on the 12th day of the budget session, sending a shock wave to the BJP. With this the assembly was adjourned indefinitely. Despite losing the post of Rajya Sabha member, Congress strategy to save the government worked and Chief Minister Sukhvinder Singh Sukhu succeeded in passing the first exam. First, 15 BJP MLAs, including Leader of Opposition Jairam Thakur, were suspended after they scuffled with Assembly Speaker Kuldeep Singh Pathania marshal.

Earlier, there was a fear that the ruling party would have less numerical strength in the House, but due to the suspension of BJP MLAs, the budget was passed in the absence of the opposition. Even before the assembly meeting began on Wednesday, high voltage political drama began. First, BJP MLA went to Governor Shiv Pratap Shukla to complain about Assembly Speaker Kuldeep Singh Pathania through a memorandum. Leader of Opposition Jairam Thakur alleged that Speaker marshals scuffled with BJP MLAs on Tuesday, resulting in injuries. The BJP legislature party reached Raj Bhavan at 8:00 in the morning.

After that, Sukhu cabinet member Vikramaditya Singh emotionally resigned from the post of cabinet minister, accusing him of neglecting himself and his late father Virbhadra Singh. Even before the start of Question Hour, Parliamentary Affairs Minister Harsh Vardhan Chauhan said that on Tuesday, 15 BJP MLAs, Leader of Opposition Jairam Thakur, Vipin Parmar, Randhir Sharma, Lokindra Kumar, Vinod Kumar, Hansraj, Balveer Verma, Trilok Jamwal, Surendra Shourie, Deepraj, Purna Chand Thakur, Inder Singh Gandhi, Dalip Thakur, Ranveer Singh Nikka and Janakraj have created a scuffle. Parliamentary Affairs Minister Harsh Vardhan Chauhan moved a proposal that 15 BJP MLAs be suspended from the House.

Accepting this proposal, Assembly Speaker Kuldeep Singh Pathania suspended him with the consent of the House. When this action took place, six Congress and three independent MLAs were not in the House. Even after this, all the suspended MLAs including Jairam Thakur remained present in the House. They went to the well and started raising slogans. After that they sat on their respective seats. On this, the Speaker of the Assembly instructed his marshal to take him out of the House by force. Due to this, he had a tussle with the marshal, but he did not go out.

The proceedings of the House were adjourned at 12 o’clock. During this time, the opposition members went near the Speaker seat and started throwing papers. Till about 1:15 pm, the marshals kept taking the suspended MLAs out of the House one by one. Meanwhile, rebel Congress MLAs also came to the House, but left before the proceedings could begin. Assembly Secretary Yashpal Sharma himself urged Leader of Opposition Jairam Thakur to follow these instructions, but he remained adamant on sitting on his seat.

The House proceedings were not started even at 1:15 pm, so after that he went for lunch. When the House meeting started at 2:00 pm, the suspended MLAs were not allowed to enter. Only other members of the opposition came to the house. From the opposition, BJP MLA Satpal Singh Satti continued to represent the legislative party, but amid the altercation, this member of the legislative party also walked out of the house. At around 3.00 pm, the budget was passed by voice vote in the absence of opposition, rebel and independent MLAs.
