Nalagarh: N. Karthik, Expenditure Observer appointed by the Election Commission of India for the by-election of 51-Nalagarh Assembly Constituency, today chaired the first meeting of the Election Expenditure Monitoring Team in the office of Sub-Divisional Magistrate (Civil) Nalagarh.

N. Karthik said that all the officers and employees involved in this have an important role in conducting a fair and transparent election process. He said that the maximum limit of expenditure by candidates in by-elections has been fixed at Rs 40 lakh. He instructed all the monitoring and accounting teams associated with election expenditure monitoring to keep a strict watch on election expenditure and ensure its entry in the folder of the concerned candidate.

He also instructed the nodal officers to keep a close watch on the temptations given to the voters. Also, the necessary documents must be checked if cash is withdrawn or taken with more than the prescribed limit. He also urged the representatives of the candidates and political parties to adopt transparency in expenditure during the by-election.

He said that prior certification of political advertisements broadcast through electronic media is necessary from Media Certification and Monitoring Committee (MCMC) constituted at district level under the chairmanship of District Election Officer and Deputy Commissioner. This also includes social media, cable TV network, radio, cinema halls, LED screens at public places etc. He said that prior certification will be necessary for publishing political advertisements in print media only on polling day and a day before it. He said that paid news is also being strictly monitored through MCMC.

The expenditure observer took strict cognizance of the absence of representatives of some candidates in today’s meeting and directed to issue notices to the concerned candidates through the election officer. He also issued notices to the concerned candidates through the election officer on finding discrepancies in the election expenditure register and asked them to rectify these within the stipulated time period.

On this occasion, Additional Deputy Commissioner Ajay Kumar Yadav, Election Officer and Sub-Divisional Magistrate (Civil) Divyanshu Singal, Deputy Superintendent of Police Nalagarh Bhishma Thakur, Tehsildar Election Usha Chauhan, Abdul Matin Khan of Indian National Congress, Ravindra Thakur of Bharatiya Janata Party, independent candidate’s representative Rakesh and related officers of various departments were present.
