HIMACHAL SCHOLARSHIP SCAM: Investigation completed in scholarship scam case, CBI filed charge sheet against 105 people and 20 institutions, 19 accused arrested
Reported & Written By Kumud Sharma, Diary Times, Shimla, March 29: CBI has completed its investigation in the much talked about scholarship scam case in Himachal Pradesh. CBI has filed chargesheet against 20 institutions and 105 people. In which charge sheets have been filed against the owners of these 20 institutions and employees of Himachal Pradesh Higher Education Department, bank employees and other private individuals. During the investigation, 19 people including employees of Directorate of Higher Education Shimla, chairmen of educational institutions, vice chairmen, directors, employees and bank employees have been arrested.

The CBI had registered an urgent case on the request of the Himachal Pradesh government against private educational institutions making alleged fake and fraudulent scholarship claims worth around ₹181 crore in Himachal Pradesh during the year 2013 to 2017. Subsequently, the Himachal Pradesh High Court also immediately monitored the investigation of the case and accordingly status reports were filed from time to time. This case pertains to the alleged misuse of the Scholarship Fee Reimbursement Scheme launched by the Government of India to help students belonging to SC, ST, OBC categories and implemented through the State Government.
The case was registered in 2019 –
CBI had registered the case in the year 2019 on the request of the then Himachal Pradesh government. Himachal Pradesh government had complained about scholarship fraud against private educational institutions in the state. During the year 2013 to 2017, there was manipulation of about Rs 181 crore, which later in the investigation turned into a bigger amount. Especially the scholarship of SC-ST students was rigged. After this, Himachal Pradesh High Court also monitored the investigation of the case and status reports were filed from time to time. After the CBI FIR, ED is also investigating in this case. In the first week of September last year, ED had raided a private institution in Balh in Mandi district and during the raids, Undisclosed cash worth Rs 2.55 crore was seized in bank accounts during the raids.

After the CBI FIR, ED is also investigating this matter. In the year 2023, in the first week of September, ED had raided a private institute in Balh in Mandi district. Undisclosed cash has been seized in bank accounts during the raids. The Enforcement Directorate (ED) has also arrested four accused in the case. Rajdeep Joson and Krishna Kumar, partners of ASAMS Education Group, Hitesh Gandhi, vice-president of KC Group of Institute Pandoga and Arvind Rajata, then officer of the scholarship branch of Himachal Higher Education Directorate, have been arrested. All the accused have been arrested in the money laundering case.
