Shimla – A complete ban has been imposed on all important transfers of all government employees in the entire Himachal Pradesh from this day, all the guidelines related to the ban on complete transfers have been issued by the Government of Himachal Pradesh.

Himachal Pradesh Government has issued a special notification of complete ban on the process of transfers of all government employees in the entire Himachal Pradesh for an indefinite period.

On Monday, Himachal Pradesh Personnel Department issued instructions to the Chief Administrative Secretaries of all the twelve districts, Heads of Departments of all the districts along with Divisional Commissioners of all the districts and all the District Commissioners regarding the complete ban on transfers of all the government employees of Himachal Pradesh.

Indefinite ban imposed on transfers of all government employees in Himachal Pradesh –

The Government of Himachal Pradesh has issued instructions to the Chief Administrative Secretaries, Heads of Departments, Divisional Commissioners as well as all the District Commissioners of all the twelve districts of Himachal Pradesh to impose a complete ban on transfers of government employees of all the twelve districts of Himachal Pradesh for an indefinite period.

Also, from Tuesday onwards, in case of urgent need and administrative work, transfer can be made to Himachal Pradesh only after getting the complete permission and approval of CM Sukhu.

On Monday evening, Himachal Pradesh Chief Secretary Prabodh Saxena addressed all the Chief Administrative Secretaries, all Heads of Departments, Divisional Commissioners and Complete guidelines have also been issued to all the district commissioners.

Under the complete orders issued by the Himachal Pradesh Personnel Department, the Government of Himachal Pradesh has taken the most important decision of imposing a complete ban on the transfers of all the government employees as well as all the officers of Himachal Pradesh for an indefinite period from 21st November for all the government employees.

It is also stated in all the orders of Himachal Pradesh Personnel Department that only with the approval of CM Sukhu, an important decision has been taken to implement all the transfers and all the proposed actions by additional government employees, and for this approved decision, the most important decision has been taken. Under paragraph 8 of the Broad Guiding Principles 2013, all important roles provided for by special requirements and additional administrative requirements will be considered for transfer only.

Orders have been issued to all the present Heads of Departments across Himachal Pradesh to ban transfers and comply with all the guidelines with strict action.

Also, till last October, the Himachal Pradesh government had issued orders to seal the transfers of all government employees only in the last four days of every month as per the standards set for the heads of departments.

Due to which, after the 20th of every month, as per the guidelines of Himachal Pradesh Personnel Department, the final decision was taken by the heads of departments on the transfer files of all government employees and in the last four days of the month, transfer orders were issued by the heads of departments.

On the other hand, all the ministers of the Himachal Pradesh Government had been given all the powers by the Himachal Pradesh Personnel Department to make changes in all the important officers and employees of their respective departments.

Now the Himachal Pradesh government has imposed a complete ban on all types of transfers and has given all the powers of transfers only to Chief Minister Sukhvinder Singh Sukhu with full authority and security.

By issuing complete orders on 21st October 2023 in Himachal Pradesh, completely removing the ban on all types of general transfers of the Government of Himachal Pradesh, in the respective orders to all the Cabinet Ministers of the Government of Himachal Pradesh, of all Class III and IV employees. The most prominent authority of Himachal Pradesh Personnel Department was given to the role of judge to all the Cabinet Ministers.

The most important decision of imposing a complete ban on transfers of all government employees from November 1 had also been taken by the Himachal Pradesh government.

After which the Himachal Pradesh Government has changed the date of 1st November and now the most important decision has been taken to impose a complete ban on all transfers on 21st November along with ban on restrictions on all employees.
