Himachal Assembly Session: Tapa Sadan, CM Sukhu And Jairam Had A Heated Argument On The Watercess On The First Day
This fourth session of the fourteenth assembly of Himachal Pradesh Legislative Assembly saw the entire House heated up on the very first day with heated exchanges between the ruling Congress Party and the opposition Bharatiya Janata Party. Before the commencement of the session of Himachal Pradesh Assembly, the opposition Bharatiya Janata Party MLAs protested fiercely in the Himachal Pradesh Assembly Building complex due to the ten guarantees of the Himachal Pradesh government not yet being implemented on the ground and all the BJP MLAs wearing flex banners.
The winter session of Himachal Pradesh Legislative Assembly located at Tapovan in Dharamshala has started with political bustle on Tuesday at 11 am. This fourth session of the fourteenth Legislative Assembly of Himachal Pradesh had already created a heated atmosphere on the very first day with fierce tussle between the ruling Congress Party and the opposition Bharatiya Janata Party.
Before the beginning of the winter session of the Himachal Pradesh Legislative Assembly, all the MLAs of the opposition Bharatiya Janata Party in the premises of the Himachal Pradesh Legislative Assembly protested fiercely against the non-implementation of all the ten guarantees of the Himachal Pradesh Government on the ground reality. BJP MLAs fiercely targeted the House wearing flex banners. However, at the very beginning of the first day of the winter session of the Himachal Pradesh Assembly, the BJP MLAs participated peacefully in the proceedings of the House till noon. After that, at 2.15 pm, when the Honourable Chief Minister of Himachal Pradesh Shri Sukhvinder Singh Sukhu fiercely targeted Narendra Modi’s Central Government on Water Cess, then the Bharatiya Janata Party MLAs turned violent against the Sukhu Government and the entire House A huge uproar and protest had started By BJP MLAs.

This five-day winter session of Himachal Pradesh Assembly has started today on Tuesday, along with this, the winter session of Himachal Pradesh Assembly will be held from December 19th to December 23rd. A total of five sittings will be held during the winter session of Himachal Pradesh Assembly. The proceedings of the very first day were started with the statement of Shokodwar resolution on the late former MLA of Chamba district Balkrishna Chauhan. This discussion was held for about two and a quarter hours on the heartbreaking proposal of late Chamba MLA Balkrishna Chauhan. After the mournful motion, the question hour was announced by Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania at around 11:45 in the morning, but the proceedings lasted only for fifteen minutes. After giving oral answer to one question, the proceedings of Question Hour were ended. Answers to all remaining questions were placed on the House portal. After that, Bharatiya Janata Party MLA from Noorpur Assembly constituency Ranbir Singh Nikka, while drawing the attention of all the members in the House, presented the entire matter of closure of Gausadan located in Khajjian due to four-lane construction work to Assembly Speaker Kuldeep Singh Pathania. After that, MLA Chaitanya Sharma, on behalf of the ruling Congress party, briefly discussed the proceedings of the House under Rule 63 made on renewable energy. In the discussion on complete renewable energy, many MLAs presented their opinions in the House.
At approximately 2:15 pm, Honourable Chief Minister of Himachal Pradesh, Shri Sukhvinder Singh Sukhu, while replying to the discussion on renewable energy, took a strong dig at the Bharatiya Janata Party and said that the previous BJP government had found a very good way of selling the policies beneficial to Himachal Pradesh. CM Sukhu said that the ruling Congress Party government has canceled the entire agreement for three power projects handed over to SJVN Limited by the former Jairam Thakur government of the Bharatiya Janata Party due to the issue of renewable energy. CM Sukhu also said that in Uttarakhand, Jammu and Kashmir as well as Haryana, where Bharatiya Janata Party governments are currently in power, water cess is being collected, whereas in Himachal Pradesh, water cess is not allowed to be implemented by the Central Government.
Due to non-implementation of water cess, Himachal Pradesh government has filed a petition in the Supreme Court against the Central Government. Regarding water cess, BJP leader of opposition Jairam Thakur and opposition BJP MLAs said that the Sukhu government is lying, whereas the truth is something else. The Narendra Modi government at the Center has adopted a uniform policy on implementation of water cess for all the states. Honourable Chief Minister Shri Sukhvinder Singh Sukhu and BJP Leader of Opposition Jairam Thakur also came face to face during the proceedings of the House on the very first day of Himachal Pradesh Assembly regarding the implementation of water cess.
After that, seeing the increasing uproar in the proceedings of the House of Himachal Pradesh Legislative Assembly, a proposal was made from both the parties for the election of the Deputy Speaker of the Legislative Assembly and the members of both the parties agreed on the same name Vinay Kumar. After that two discussions were organized under Rule 130.
CM Sukhu Introduced Two New Ministers Included In The Cabinet, BJP Leader Of Opposition Jairam Thakur Laughed At The Two Newly Elected Ministers For Not Being Given Portfolios –
Honourable Chief Minister of Himachal Pradesh, Shri Sukhvinder Singh Sukhu, on Tuesday, in the House of Himachal Pradesh Assembly, introduced the newly elected two cabinet ministers of the Government of Himachal Pradesh, including Rajesh Dharmani, MLA from Ghumarwin Assembly Constituency of Bilaspur District and Yadvendra Goma, MLA from Jaisinghpur Assembly Constituency of Kangra District. CM Sukhu Has been introduced to all the members present in the House of Himachal Pradesh Assembly. Also, Chief Minister Sukhu said that the portfolios will soon be allotted to both the newly elected ministers. Making special mention of MLA Yadvendra Goma from Jaisinghpur assembly constituency of Kangra district, Chief Minister Sukhvinder Singh Sukhu said that for the first time a leader of Scheduled Caste category from Kangra district has been given a ministerial post in the Himachal Pradesh government. No leader from the Scheduled Caste category has been made a minister by any previous party government. On this, BJP leader of opposition Jairam Thakur laughed at this and said that after one year, MLA Yadvendra Goma has been made a minister by the Himachal Pradesh government. Jairam Thakur said that how much longer is the Sukhu government going to make the two ministers wait for the portfolios to be allotted. Due to which BJP MLAs laughed loudly in the House by taking news of Sukhu government.
