Currently, 29 district presidents from Punjab are attending a 10-day intensive training program in Kangra under the Sangathan Srijan Abhiyan. The initiative is designed to reshape the party from the ground up, focusing on leadership development, accountability, and measurable performance.

In a major organisational shift, the Congress is introducing a performance-based evaluation system for its office-bearers. District presidents will now be required to upload activity reports and photographs through a dedicated digital platform.
This data will be used for real-time monitoring by the central leadership, ensuring transparency and accountability. Leaders will be classified into three categories based on their performance:
- Green: High-performing leaders
- Yellow: Average performers
- Red: Underperforming leaders
