The matter came up during a recent hearing before a Division Bench led by Chief Justice Gurmeet Singh Sandhawalia and Justice Jiya Lal Bhardwaj. The court reviewed an affidavit submitted on behalf of the Chief Secretary, which outlined the current status of the proposed ropeway system.
According to the affidavit, the ambitious project is planned to stretch over 13.79 kilometers, featuring 13 boarding and de-boarding stations along with one turning station, spread across three separate lines. The project has been designed as an externally aided initiative, indicating potential support from international funding agencies.
However, despite being forwarded to the Additional Chief Secretary (Transport) on August 21, 2025, the proposal is still awaiting final approval from the state government. This delay did not go unnoticed by the court.
Expressing concern over the slow progress, the bench directed the authorities to submit a fresh affidavit clearly stating the government’s final decision on the ropeway project.
The court also revisited earlier recommendations aimed at easing Shimla’s chronic congestion. These included not just the ropeway system, but also a mass rapid transport network, construction of two tunnels, and the development of parking infrastructure at four key locations.
Notably, more than a year has passed since these proposals were first discussed, yet there has been little clarity on their implementation. The court emphasized the need for accountability and transparency, asking the Chief Secretary to provide a comprehensive update on all proposed measures.
For residents and tourists alike, the outcome of this project is crucial. With increasing traffic pressure in the hill city, infrastructure upgrades like the ropeway could significantly improve mobility and reduce travel time.
The case is now scheduled for further hearing on May 11, where the state government is expected to present a clearer roadmap.
