Himachal Government Has Fulfilled 7 of 10 Guarantees, Says CM Sukhu at Massive Mandi Rally

A massive Jan Sankalp rally at Mandi’s Paddal Ground on Thursday marked three years of the current Himachal Pradesh government, drawing thousands of people from across the state and turning the venue into a vibrant display of public support.

Chief Minister Sukhvinder Singh Sukhu, addressing the crowd, said that seven of the ten guarantees announced during the Assembly elections had already been delivered. Among the biggest fulfilled promises, he said, was the restoration of the Old Pension Scheme (OPS) for 1.36 lakh government employees—approved in the very first Cabinet meeting. However, he added that the decision resulted in the Centre reducing Himachal’s borrowing limit by ₹1,600 crore, causing a cumulative financial loss of ₹4,800 crore over three years.

Highlighting youth-centric reforms, Sukhu pointed to the launch of the ₹680-crore Rajiv Gandhi Start-up Scheme aimed at promoting innovation and entrepreneurship. English-medium instruction from Class 1 in all government schools was another guarantee implemented by the state.

To strengthen the rural economy, Himachal offered the highest milk procurement rates in the country—₹51 per litre for cow milk and ₹61 for buffalo milk. The state also began purchasing cow dung at ₹300 per quintal to support farmers. Sukhu noted that Himachal became the first state to introduce a universal carton packaging system and to frame a comprehensive horticulture policy.

He said the past three years had been spent entirely on public welfare, system reforms and building a self-reliant, sustainable economy. Every policy, he added, was crafted with a focus on supporting youth, farmers and vulnerable groups.

The Chief Minister said the government had provided 23,200 government jobs in three years—more than the previous BJP government created in five. He listed several social welfare measures, including adopting 6,000 orphaned children as “Children of the State” under the Mukhyamantri Sukh-Ashraya Yojna and providing free education to children of widows, destitute families and persons with disabilities under the Indira Gandhi Sukh Shiksha Yojna.

He said the state’s education ranking improved significantly—from 21st to 5th nationally. CBSE curriculum has been introduced in 100 government schools and 20 Rajiv Gandhi Day Boarding Schools are being set up across constituencies.

In the health sector, robotic surgery has been introduced for the first time at AIMSS Chamyana and Tanda Medical College. The government has also committed ₹3,000 crore to modernise health institutions across the state.

Himachal Congress in-charge Rajani Patil praised the government’s achievements, saying most guarantees had been fulfilled. HPCC president Vinay Kumar criticised BJP MP Kangana Ranaut for her absence during natural disasters and said the party would continue to strengthen its base in the state.

A coffee-table book documenting three years of government work was released on the occasion, and freedom fighters, gallantry awardees and sportspersons were honoured.
