Shimla, August 10: Chief Minister Thakur Sukhvinder Singh Sukhu has announced amendments to the Annual Performance Appraisal Report (APAR) system for Class I and II officers of Himachal Pradesh and the Indian Administrative Service (IAS). These reforms aim to increase accountability and transparency by linking the evaluation of officers directly to their work results.

The Chief Minister said that all officers, including administrative secretaries and deputy commissioners posted in districts, will be evaluated only on the basis of their APARs. Under the new system, performance appraisal will be directly linked to the work results of all officers. Traditional descriptive categories like excellent, very good, good and average will be replaced by a numerical grading scale. Achievements of their annual action plan, other work-related characteristics and personal and functional characteristics. The reforms also include negative marking. Officers will be evaluated on the basis of three key indicators, under which officers may also be likely to lose two marks from their overall grade on a scale of 1-10 for not following government orders or advice.

The Chief Minister underlined transparency as a key parameter. He said officers will receive their appraisal, which will boost performance and encourage improvement in their work performance. The APAR process will now be completely online, streamlining operations and imposing a deadline of December 31 for submission of reports.

He said these amendments have been designed to ensure a fair and objective appraisal process, especially for field-level officers whose performance will be linked to achieving quantitative targets. He said higher management officers will continue to be appraised on the basis of qualitative aspects and personal attributes.

The Chief Minister said these reforms are important steps towards strengthening the administration and will ensure accountability within the administration.
