The development emerged following bilateral discussions between Prime Minister Narendra Modi and his Japanese counterpart, Sanae Takaichi, during high-level talks in New Delhi.
Japan Extends Cooperation for MAHSR Project
According to a joint statement released after the discussions, Japan will continue to provide the necessary technical and strategic assistance to ensure timely progress on the Mumbai-Ahmedabad High-Speed Rail corridor.
The project, India’s first-ever bullet train corridor, is being developed using Japan’s world-renowned Shinkansen technology, which is globally recognised for its safety, efficiency and operational reliability.
Both leaders also acknowledged plans to introduce advanced E10 trainsets in the future, signalling the next phase of technological cooperation between the two nations.
India Targets 7,000-km High-Speed Rail Expansion
Prime Minister Narendra Modi invited Japanese companies to participate in India’s long-term vision of creating a 7,000-kilometre high-speed rail network, opening opportunities for deeper investment and collaboration in future corridors.
The proposal is expected to strengthen economic ties and accelerate the country’s efforts to modernise transportation infrastructure.
To support these ambitions, India and Japan signed a Memorandum of Cooperation on the Next-Generation Mobility Partnership, aimed at integrating Japanese expertise in advanced mobility systems with India’s growing industrial capabilities and skilled workforce.
Mumbai-Ahmedabad Bullet Train: A Key Modernisation Project
The Mumbai-Ahmedabad High-Speed Rail Project is considered one of India’s most transformative railway initiatives.
The corridor incorporates several advanced systems, including:
- Modern traction technologies
- High-speed electrification systems
- Dedicated rail infrastructure
- Advanced operational and safety standards
- Japanese railway management practices
Officials believe the project will significantly reduce travel time between Mumbai and Ahmedabad while enhancing India’s domestic expertise in high-speed rail development.
India-Japan Partnership Expands Beyond Railways
Beyond the bullet train project, India and Japan highlighted cooperation in several strategic sectors.
Particular emphasis was placed on the development of India’s North Eastern Region under the Act East Policy, with Japan pledging support for:
- Road connectivity projects
- Bridge construction
- Disaster risk reduction initiatives
- Industrial supply chains linked to the Bay of Bengal region
- Greater engagement with BIMSTEC countries
The partnership also includes progress on several Japanese-assisted infrastructure projects, including:
- Mumbai Metro Line 11
- Bengaluru Metro Phase 3
- Healthcare and education infrastructure projects in Maharashtra
- Sustainable horticulture initiatives in Punjab
Tourism, Culture and Talent Exchange Gain Momentum
People-to-people engagement remains a key pillar of India-Japan relations.
The two nations noted that bilateral visitor numbers crossed 540,000 in 2025, reflecting growing tourism, business exchanges and educational collaboration.
Leaders also reaffirmed their commitment to expanding Japanese language education in India through the Nihongo Partners Programme.
Cultural industries such as anime, manga, gaming and films were highlighted as important drivers of stronger connections between young people in both countries.
Regional Partnerships Continue to Deepen
India and Japan are also strengthening cooperation at the regional level through the newly established India-Japan Governors’ Network for Friendship and Exchange.
Several partnerships between Indian states and Japanese prefectures are already underway, including collaborations involving Gujarat, Maharashtra, Uttar Pradesh, Andhra Pradesh, Kerala, Tamil Nadu, Telangana and Delhi.
With Japan reaffirming its support and India pursuing an ambitious high-speed rail expansion strategy, the Mumbai-Ahmedabad Bullet Train project is increasingly being viewed as a cornerstone of the country’s next generation of transport infrastructure.
