In a significant employee welfare measure, the Himachal Pradesh government has decided to provide full salary to government employees pursuing higher education while on study leave. The move comes despite the state’s financial challenges and is expected to benefit thousands of employees seeking advanced qualifications and professional skill development.

Under the previous provisions, employees availing study leave were entitled to only 40 percent of their basic pay, along with Dearness Allowance (DA) and House Rent Allowance (HRA). However, the state government has now amended Rule 56 of the Central Civil Services (Leave) Rules, 1972, allowing eligible employees to receive 100 percent of their salary during the study leave period.

The decision fulfills a key announcement made by Chief Minister Sukhvinder Singh Sukhu during the presentation of the Himachal Pradesh Budget for the financial year 2026-27. The revised policy will also benefit employees who had previously taken study leave under the old rules, as they will receive the remaining salary amount due under the new provisions.

According to the state government, encouraging employees to pursue higher education and specialized training will not only contribute to their personal and professional growth but will also improve administrative efficiency and the quality of public services delivered to citizens.

To avail of the benefit, employees must submit an undertaking confirming that they are not receiving any scholarship, stipend, fellowship, or remuneration from part-time employment during their study period.

The government highlighted that a similar policy had earlier been implemented for Allopathy doctors pursuing higher and specialized medical courses at leading institutions. That initiative reportedly strengthened healthcare services across the state and encouraged medical professionals to enhance their qualifications.

Chief Minister Sukhvinder Singh Sukhu said that the enhanced study leave benefit reflects the government’s commitment to investing in human resources and improving governance. He emphasized that better-trained employees would contribute to more effective service delivery and improved outcomes for the people of Himachal Pradesh.

The latest decision is being viewed as a progressive step toward building a skilled and future-ready government workforce while supporting employees in achieving their educational and career advancement goals.
