Himachal Legalizes Zipline Adventures Under Eco-Tourism Policy to Boost Safe, Sustainable Tourism
The Himachal Pradesh government has legalized zipline adventure activities under its Eco-Tourism Policy, a move welcomed by tourism stakeholders and entrepreneurs—especially in regions like Lahaul-Spiti, where adventure tourism is rapidly emerging as a key driver of the local economy.
Lahaul-Spiti MLA Anuradha Rana expressed gratitude to Chief Minister Sukhvinder Singh Sukhu for the decision, saying it will create new avenues for local employment and promote safe, sustainable adventure tourism.
She noted that the absence of a formal regulatory framework had long created administrative and safety challenges for local zipline operators.
“Until now, there was no proper mechanism to legalize or regulate zipline operations in the state, which made it difficult for operators to obtain safety approvals and permits,” she said.
Rana added that the lack of legal recognition often led to operational uncertainty and safety concerns, discouraging entrepreneurs and complicating efforts to ensure tourist safety. “The introduction of clear guidelines will not only encourage legitimate operators but also ensure that safety standards are strictly followed,” she emphasized.
After the government’s decision, several local applicants from Lahaul and Spiti have already submitted proposals to operate ziplines legally. The district administration has been instructed to expedite the approval process for those meeting the required safety and environmental standards.
“Many proposals have already been approved, and pending applications that comply with all criteria will soon be cleared,” Rana said, adding that local youth will be given full support in establishing and operating eco-friendly adventure projects.
Rana highlighted that bringing zipline activities under the eco-tourism framework reflects the state government’s commitment to promoting sustainable adventure tourism while ensuring public safety.
“By including ziplines under eco-tourism, the government has opened new pathways for local employment, entrepreneurship, and balanced economic growth in remote and high-altitude regions,” she said.
The legalization of zipline operations is expected to give a major boost to Himachal Pradesh’s adventure tourism sector. With its diverse terrain, scenic landscapes, and growing tourist footfall, the state offers immense potential for adventure activities such as paragliding, trekking, river rafting, and ziplines.
Rana said the initiative aligns with the government’s broader vision to position Himachal Pradesh as a sustainable tourism destination, offering a blend of adventure, nature, and community-based experiences.
