Drug Abuse Affidavit Made Mandatory for College Admissions in Himachal
In a major step to curb rising drug abuse among youth, the Directorate of Higher Education has directed all government, Sanskrit, and private colleges in Himachal Pradesh to make an anti-drug affidavit mandatory at the time of admission.
According to an official order issued to college principals, every student must submit a signed declaration affirming awareness of the consequences of drug abuse and pledging to remain drug-free as a condition of admission.
The move follows a request from DGP Ashok Tiwari, who urged the Education Secretary to ensure compliance across all educational institutions, including private schools, colleges, and technical/vocational institutes. He also suggested that students be encouraged to take an online anti-drug pledge at pledge.org or mygov.in/fight-against-drug-abuse, where they can download a certificate upon completion.
“The purpose is not punitive,” the DGP noted in his letter, “but to promote personal accountability, psychological deterrence, and institutional responsibility in tackling drug abuse at the grassroots level.”
Expressing concern over the growing problem, he said Himachal is facing threats from illegal cannabis and opium cultivation as well as trafficking and misuse of narcotic and psychotropic substances. “What is most worrying,” he added, “is that a large part of the affected population is young—schoolchildren and college students—turning this into not just a law enforcement issue but a social emergency that endangers the future of an entire generation.”
