HIPA and GIZ Sign MoU to Drive ‘Prosperous Himachal-2045’ Vision

In a significant step toward institutional collaboration, the Dr. Manmohan Singh Himachal Pradesh Institute of Public Administration (HIPA), Shimla, and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) India signed a Memorandum of Understanding (MoU) today.
The formal signing ceremony took place at the Secretariat in the presence of HIPA Director Ms. Rupali Thakur. The MoU was signed by C. Palrasu, Secretary (Training and Foreign Assignments), and Rajeev Ahal on behalf of GIZ India. The agreement aims to foster cooperation in shaping and supporting the long-term development vision titled “Prosperous Himachal-2045.”
The MoU outlines a framework for collaboration between the two institutions in areas such as training, workshops, knowledge-sharing, policy guidance, institutional coordination, and the development of support systems needed to implement the 2045 vision.
Key stakeholders in this initiative include citizens, subject experts, government officials, media, civil society organizations, academic and research institutions, technical bodies, and elected representatives. The initiative marks the beginning of a meaningful partnership aimed at fostering academic excellence and addressing contemporary challenges through collective insight and dialogue.
