Himachal Pradesh’s education sector is undergoing a transformative phase marked by inclusivity, academic excellence, and structural reforms. With a strong focus on equitable access, the state government is committed to ensuring that children from all backgrounds—especially those who are socially and economically disadvantaged—receive quality education that empowers them to build a brighter future.

In the past two and a half years, the state has significantly expanded its scholarship programs. More than 87,000 students have received financial assistance amounting to nearly ₹92 crore through various state-sponsored schemes. These initiatives are proving to be a crucial support system for students belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Economically Weaker Sections, enabling them to pursue education without financial barriers.

Thousands of students have benefited from these welfare-oriented programs. Under the Mukhyamantri Scholarship Yojana, students from underprivileged backgrounds are supported in preparing for competitive exams. Many have gone on to secure admission in prestigious institutions such as Sainik School Sujanpur Tira and RIMC. More than 22,500 students from Scheduled Castes have received scholarships totaling over ₹40.49 crore under the Post-Matric Scholarship Scheme. Additionally, scholarships are being extended to students with disabilities to promote inclusive education.

These focused efforts are delivering measurable outcomes. According to the Annual State of Education Report released in January 2025, Himachal Pradesh rose from the 21st to the top position nationally in reading and learning achievement levels. Himachali students ranked first across India in reading proficiency. State-wide surveys also highlight significant improvements in learning outcomes. Himachal has emerged as a top performer in the implementation of the PM SHRI scheme, effectively utilizing 100% of the allocated central funds.

Among the state’s many forward-looking educational reforms is the fulfillment of its promise to introduce English-medium instruction from Class 1. Rajiv Gandhi Day-Boarding Schools are being established in every assembly constituency, with the goal of delivering global-standard education at the grassroots level. To ensure that financial limitations do not hinder a student’s access to higher education, the government launched the Dr. Y.S. Parmar Student Loan Scheme—now extended to include students pursuing education abroad.

Further reinforcing its commitment to inclusion, the state has introduced the Mukhyamantri Sukh Shiksha Yojana for the children of widows, single mothers, divorced women, and differently-abled parents.

To broaden exposure to global education practices, the government is organizing educational exposure visits for high-achieving students and educators to Singapore, Cambodia, Kerala, and other states known for excellence in education. These initiatives are designed to expand perspectives and enhance professional development. The Central Government has also acknowledged and appreciated Himachal’s innovative efforts.

In a significant step toward holistic quality improvement, the Himachal Pradesh government has signed an MoU with UNESCO. This partnership aims to modernize curricula, improve assessment systems, and equip students with 21st-century skills.

Through a strategic blend of policy, investment, innovation, and inclusion, the state has reshaped its education landscape. From expanding scholarship access to enhancing infrastructure, Himachal Pradesh is proving that quality education is not a privilege but a right for every child. By investing in its young minds, the government is laying the foundation for a more just, enlightened, and prosperous society.
