Shimla, March 30, 2025: In a determined move to tackle the growing drug menace in Himachal Pradesh, Chief Minister Thakur Sukhvinder Singh Sukhu has instructed district administrations to complete the mapping of the drug network, including suppliers and addicts of ‘chitta’ (a form of synthetic drug), by April 20. The CM expressed his dissatisfaction over the progress so far, as no district has been able to meet the original target of completing the mapping by March 15, 2025.
Chairing a high-level meeting to discuss the matter, the Chief Minister gave strict instructions to the Superintendents of Police (SPs) across the state to prepare detailed dossiers on drug smugglers and consumers, particularly at the panchayat level. He made it clear that he would personally review the progress of these efforts on April 20 and hold accountable any officer found providing inaccurate reports. Additionally, Sukhu revealed that he would carry out surprise inspections at the panchayat level to ensure compliance with the orders.
“Despite clear instructions, there has been no significant progress. I expect full commitment from the officers in compiling these dossiers, which will serve as an essential tool in dismantling the drug network,” said Sukhu, expressing his displeasure at the lack of action so far.
Strengthening the Fight Against Drugs
Emphasizing the importance of a tough stance, the Chief Minister called for intensified efforts to dismantle the drug network in the state. He instructed the SPs to remain vigilant and continuously monitor drug-related activities, ensuring no stone is left unturned in identifying and eliminating the sources of narcotics. As part of the government’s broader strategy, Sukhu also declared that properties illegally acquired by drug traffickers would be seized, with 259 properties already identified for action.
“The state government is committed to eradicating drug abuse. We will not tolerate the presence of the drug mafia in Himachal Pradesh, and we will ensure that their assets are demolished,” Sukhu asserted. He also highlighted the passing of the Control of Organized Crime Act and the Himachal Pradesh Narcotics Control Act during the recent budget session, urging the authorities to implement these laws effectively.
New De-Addiction Centres and Awareness Programs
In a bid to combat the rising tide of drug addiction, Sukhu also announced plans to establish de-addiction centers in all districts of the state. He instructed the District Commissioners (DCs) to identify vacant government buildings that could be repurposed for these centers, emphasizing the importance of accessible rehabilitation services for those affected by substance abuse.
Furthermore, the Chief Minister highlighted the need to raise awareness about the harmful effects of drug abuse. He encouraged officers at the block level to adopt government schools and make regular monthly visits. During these visits, officers are tasked with educating students about the dangers of drug addiction and other social evils, while also promoting nationalism and responsible citizenship.
Streamlining Welfare Schemes and Public Grievance Redressal
Sukhu also addressed the need for efficient public service delivery. He directed all DCs to give priority to the redressal of public grievances and to ensure the timely disposal of cases, putting an end to the practice of delays. Additionally, he instructed the DCs to review the implementation of welfare schemes at the block level, including the Widow and Single Women Housing Scheme and the Maharshi Valmiki Kamgar Housing Scheme. These schemes aim to provide housing assistance to marginalized groups, and Sukhu stressed the need for faster identification of eligible beneficiaries so they can benefit without further delays.
A Unified Approach
The meeting was attended by key officials including Chief Secretary Prabodh Saxena, Secretary to Chief Minister Rakesh Kanwar, ADGP Abhishek Trivedi, and other senior officers. The Director-General of Police (DGP) Dr. Atul Verma, along with all DCs and SPs, participated virtually in the meeting, underscoring the importance of coordinated efforts across the state to tackle the drug crisis.
