BJP Legislature Party Submits Memorandum to Governor, Demands Probe into HPPCL Activities

Shimla, March 23, 2025: The BJP Legislature Party in Himachal Pradesh, led by Leader of Opposition Jairam Thakur and State President Rajeev Bindal, has submitted a formal memorandum to the Governor at Raj Bhavan, demanding a comprehensive investigation into the activities of the Himachal Pradesh Power Corporation Limited (HPPCL) following the tragic death of its Chief Engineer, Vimal Negi. The party is urging a CBI inquiry into the incident, as well as a detailed probe into the workings of HPPCL over the past two years.
The case surrounding Negi’s death has sparked significant controversy, particularly after the deceased engineer’s family accused higher officials at HPPCL of pressuring him to carry out unethical practices. Allegations have surfaced that Negi faced considerable duress to approve wrongdoings, which may have led to his unfortunate demise. Despite these serious accusations, the family has voiced their dissatisfaction with the government’s response, demanding a CBI inquiry and the suspension of those responsible.
Leader of Opposition Jairam Thakur, addressing the press after submitting the memorandum, emphasized the need for an impartial investigation. He highlighted that the family had specifically requested a CBI probe, citing the alleged pressure exerted on Negi by senior officials within the power corporation. Although one official has been suspended following the allegations, Thakur pointed out that this was insufficient and called for further accountability.
“The tragic death of Chief Engineer Vimal Negi is a matter of grave concern, not only for his family but for the entire state. We have consistently raised this issue in the Assembly, but our concerns were ignored. The family’s demand for a CBI inquiry is valid, and it is crucial that this case is investigated thoroughly and impartially,” Thakur remarked.
The BJP has also raised serious questions about the functioning of HPPCL, with Thakur demanding an inquiry into its activities over the past two years. According to the opposition party, the corporation has been involved in several questionable dealings that need to be scrutinized by an independent body like the Central Bureau of Investigation.
In addition to the HPPCL case, Jairam Thakur also expressed concerns over the deteriorating law and order situation in the state. He pointed to recent incidents of violence, including gunfire and killings, which he claimed are reflective of a growing crime wave. He further warned that drug addiction has reached alarming levels, affecting the safety and well-being of residents across Himachal Pradesh.
“The law and order situation in Himachal Pradesh is worsening every day. From shootings to rising drug abuse, these issues must be addressed urgently. It is the duty of the government to ensure the safety and security of the public, and right now, the situation is dire,” Thakur added.
The BJP’s memorandum to the Governor also calls for a detailed investigation into the leadership and management of HPPCL, seeking transparency and accountability in all dealings. The party is demanding that the CBI take up the case and ensure that justice is served not only for the late Chief Engineer but for the people of Himachal Pradesh, who are concerned about the state’s governance and public safety.
The Governor is expected to review the BJP’s memorandum and decide on the next steps. As the controversy continues to unfold, the call for a transparent investigation and better governance in Himachal Pradesh is likely to dominate discussions in the coming weeks.
