Six Main Barriers Now Have Fastag Facility for Entry Tax Collection in Himachal Pradesh

Shimla, February 23: The Himachal Pradesh government is going to bring in the Fastag based entry tax to be paid by vehicles coming into the state. This new project, aimed at decreasing congestion and increasing efficiency, will take effect at a combined total of 55 toll barriers statewide. Phase one will also see the introduction of Fastag facilities at six key entry points, bringing added convenience for travelers and enabling faster transit.

The first phase of the Fastag system comprises six designated toll barriers, including Garamora, Parwanoo (Main) in Bilaspur district, Tipra Bypass (Parwanoo) in Solan district, Govindghat in Sirmaur district, Kandwal in Kangra district, Mehatpur in Una district and Baddi in Solan district. The new entry tax will be levied via Fastag, which will allow vehicles to pass through these barriers with little delay.

A Modernized Process for Collection of Entry Tax

Passengers who are entering Himachal Pradesh and were stopping at the entry tax barriers to perform manual payments are forced into the halt under the current system. This process has sometimes led to long queues, especially during much-anticipated travel seasons. The six selected areas will install Fastag technology which will enable the vehicles to pay their entry tax through technology and make it more convenient to pay the toll without stopping at the checkpoints. The system will employ the same Fastag technology already being utilized for toll plazas throughout the country, making it a familiar and seamless process for travelers.

The new system is expected to prevent congestion at toll barriers as well as result in more efficient collection of entry taxes, they said. The Fastag system will remove the manual handling of cash thus reducing the administrative overhead while also improving the state revenues.

Phase Two and Expansion Plans

In the future, the government has already proposed an ambitious plan that Fastag facility of road tolls will be extended to all 55 entry tax barriers in Himachal Pradesh. The initiative is part of a larger effort to modernize the state’s tax collection infrastructure. The government plans to trim down on any inefficient practices that push entry tax revenue, up by 7.5 percent in financial year 2025-26, in relation to the financial year 2024-25. The government expects to earn better from all toll barriers for the next financial year by auctioning and tendering all toll barriers.

The Information of Toll Lessees

To ensure smooth implementation, the government has put in place strict guidelines for the successful toll lessees identified for the identified toll units. Within 45 days of the contract being awarded, the lessees must complete all the formalities on the Fastag-based entry tax system. If they do not, their lease will be cancelled. “The toll lessees shall be responsible for the full cost of installation and operation, including those of the Issuing bank, NPCI, and IHMCL and the acquiring bank.

Besides technical requirements, the lessees will also have to provide receipts to all commuters within the 24-hour of making the payment to maintain transparency. The toll operators will also not be allowed to charge more than the toll rates approved.

Exemptions for Local Vehicles

It will also ensure vehicles free from entry tax are not penalised. Currently, entry tax is exempted for all vehicles registered in Himachal except heavy commercial vehicles. Driving vehicles under such exemptions will not lead to Fastag software programmed to identify such exceptions and no deduction will be made for these vehicles.

One Step Closer to Restructuring Tax Gathering

The implementation of the Fastag entry tax system is part of the Himachal Pradesh government’s larger plan to modernize infrastructure and increase ease of travel. The Fastag system is one key component of this, and the government is hoping that in this way, the tax collection process can be streamlined, improving the experience of those travelling through the state. Now that the first phase is being rolled out at the selected barriers, the state expects that the system will enable smoother, quicker, and more open service to residents and visitors alike.
