Shimla, (Himachal Pradesh) [India], January 11 (Diary Times): In a significant move to tackle environmental pollution, Himachal Pradesh has introduced a ban on plastic and PVC banners that are under 100 microns. The new guidelines, issued by Chief Secretary Prabodh Saxena, are in line with the Government of India’s directives on environmental protection. This initiative is aimed at reducing plastic waste, promoting sustainability, and safeguarding the state’s natural resources from the adverse effects of plastic pollution.

The new regulations stipulate that all plastic and PVC banners used for promotional or publicity purposes must have a minimum thickness of 100 microns. The government has also issued a strict warning against the damaging practice of attaching banners to trees, emphasizing the need to protect the state’s greenery. To promote a more sustainable approach, the guidelines advocate for the use of digital hoardings as an eco-friendly alternative, reducing the reliance on traditional plastic banners that contribute to environmental degradation.

The notification specifies clear guidelines for different categories of banners. For banners related to government programs and educational campaigns, the thickness should be at least 200 microns. Similarly, political party cutouts used during elections must meet a minimum thickness of 200 microns, while those for election rallies should not be less than 100 microns, ensuring durability and reducing environmental impact.

Private advertisements have their own set of guidelines. Banners displayed for a period of less than 30 days must have a minimum thickness of 100 microns, while those shown for more than 30 days should be at least 200 microns thick. All banners and hoardings require prior approval from the local authority before installation, and once removed, they must be returned to the local body for proper recycling. This measure aims to ensure responsible disposal and minimize environmental damage.

To promote transparency and accountability, the new guidelines require that each banner prominently display the name of the responsible department, the duration of the display, and details of the printer. The Department of Environment Science and Climate Change will oversee enforcement and have the authority to levy fines on individuals or organizations found violating these regulations. This step is aimed at ensuring compliance and reducing the environmental impact of plastic and PVC banners.
