HP Government Proposes New Oversight Committee to Address Recruitment Concerns

The Himachal Pradesh government has filed an application in the High Court, requesting the removal of a ban on outsourced recruitments that was imposed last month due to allegations of irregularities and the involvement of fake companies. The state’s Advocate General informed the court that the government plans to establish a dedicated committee to oversee the recruitment process, aiming to improve transparency and accountability.

The case will be heard by the division bench, led by Acting Chief Justice Tarlok Singh Chauhan and Justice Satyen Vaidya, on December 31. The High Court had issued the ban on November 7 after a petitioner raised concerns about significant flaws in the outsourcing process, including the operation of approximately 110 fake companies in the state. Additionally, there were no clear regulations guiding outsourced recruitment practices.

In its previous ruling, the court had directed the authorities to upload detailed data about recruitment companies and candidates on a public platform to ensure transparency. The petitioner also pointed out discrepancies between the state’s outsourcing policy and the Centre’s guidelines, which only allow outsourcing for Class IV positions, while Himachal Pradesh extends it to Class III positions.

To address these issues, the government’s proposal to form an oversight committee is seen as a positive step. The committee will be responsible for ensuring that the recruitment process is transparent and that only legitimate companies are involved in the hiring process.

Currently, there are 19,594 outsourced workers employed in various government departments and public enterprises across the state. The outcome of the High Court’s decision on the government’s plea is expected to significantly impact the state’s employment policies, as well as provide clarity for thousands of outsourced workers awaiting resolution.

This case highlights the growing need for stricter supervision and transparent mechanisms in outsourced recruitments, a concern shared by numerous stakeholders across Himachal Pradesh.
