Main reason is the inability of the present government to provide employment
In a small state like Himachal Pradesh, the biggest hope of the youth is only a government job but the present government is only making paper promises while the biggest example of the ground reality is this bike theft gang in which two youths are only 22 years old and all the other accused youths are minors below 18 years.
