The Himachal Pradesh government has introduced a series of vital initiatives aimed at tackling critical issues related to maternal health, child nutrition, and the growing problem of substance abuse. Chief Minister Sukhvinder Singh Sukhu announced these measures, which include the creation of a State-level Advisory Board for De-addiction and Rehabilitation, designed to streamline efforts across multiple departments to effectively combat the drug crisis in the state.
State-Level Efforts to Address Drug Addiction
In a bold move to address the rampant drug abuse problem, the government has appointed the Centre of Excellence in Mental Health at Dr. Rajendra Prasad Government Medical College, Tanda, as the nodal institution for de-addiction and rehabilitation. This Centre will play a crucial role in enhancing addiction treatment and support services across the state.
To further expand access to treatment, the administration will establish Opioid Substitution Therapy Centres in all medical colleges and district hospitals, making it easier for individuals to access crucial addiction treatment services.
A key development is the establishment of a state-of-the-art de-addiction and rehabilitation centre, which will be built on 150 bighas of land in Kotla Barog, Sirmaur district. CM Sukhu emphasized the urgent need for a comprehensive approach to curbing drug abuse, noting the growing vulnerability of youth to addiction. The government is also intensifying efforts against drug cartels, with measures including property seizures from drug offenders and a commitment to more stringent anti-drug regulations.
Focus on Maternal and Child Health
The state is prioritizing the health and nutrition of mothers and children. A comprehensive action plan is being developed to address nutritional deficiencies, particularly among adolescent girls, pregnant and lactating women, and children under six. CM Sukhu highlighted the importance of the first 1,000 days of a child’s life, directing the Social Justice and Empowerment Department to establish programs that support expectant mothers and their newborns.
To ensure the effective distribution of nutritional supplements, the government will delegate procurement responsibilities to lower levels, improving accessibility and quality for beneficiaries. Standard Operating Procedures (SOPs) will also be put in place to ensure streamlined processes.
Schools and Communities Engaged in Health Promotion
Recognizing the importance of early intervention in combating substance abuse, the government is launching a School Health Mission in collaboration with the Education and Health Departments. The program will focus on educating students about the dangers of drug abuse and promoting healthy lifestyle choices.
The government is also dedicated to improving healthcare infrastructure across the state. Modern equipment and adherence to international nurse-patient and doctor-patient ratios are being prioritized to enhance the quality of medical services available to the public.
Community Involvement and Expert Recommendations
Health Minister Dr. Dhani Ram Shandil emphasized the critical link between maternal health and the well-being of newborns. He called for stronger community engagement to address the issues of substance abuse and nutrition. Chief Secretary Prabodh Saxena raised concerns over the lack of awareness about breastfeeding practices and highlighted the additional challenges posed by climate change and public health crises.
Dr. V.K. Paul from NITI Aayog also underscored the importance of grassroots health workers, such as ASHA and Anganwadi workers, in monitoring and supporting children’s nutrition. He recommended promoting immediate and exclusive breastfeeding, as well as zinc supplementation during diarrhea, and called for better training to enable workers to provide effective support to families in need.
Through these comprehensive initiatives, the Himachal Pradesh government is taking a multi-faceted approach to addressing some of the state’s most pressing health challenges.
