Shimla: In a significant move to tackle rising vehicular pollution, the Himachal Pradesh government has announced the mandatory imposition of a green fee on all vehicle registrations, both for new and old vehicles. The green fee, which ranges between ₹500 and ₹4,000, will be added to the overall cost of vehicle registration, depending on the type of vehicle. This initiative is part of the state’s broader strategy to combat the environmental impact of pollution caused by increasing numbers of vehicles on the roads.

The Green Fee: A Crucial Measure to Mitigate Vehicular Pollution

The green fee, initially introduced in 2023, was delayed due to technical issues related to the software used for fee collection. However, after overcoming these challenges, the Transport Department has now successfully implemented the updated system, ensuring that the fee can be smoothly collected. A notification was recently issued outlining the revised rules, and while the public was invited to submit feedback, no objections or suggestions were received from across the state.

The introduction of this fee comes at a time when the state is grappling with significant levels of vehicular pollution, especially in urban and tourist areas like Shimla, Manali, and Kullu. These regions have seen a sharp increase in vehicular emissions, which contribute to harmful air pollutants such as PM2.5 and nitrogen oxides, affecting both air quality and public health.

How the Green Fee Works: Fee Structure and Application

The green fee will be charged in addition to the regular registration fee for both new and old vehicles. For new vehicles, the green fee will be added to the cost-based registration charges, while for older vehicles, it will be applied alongside the 3% tax on their insured value.

The fee structure varies based on the type and size of the vehicle, with smaller vehicles such as motorcycles and compact cars facing a lower fee range, and larger vehicles such as SUVs and commercial vehicles required to pay higher amounts. The fees will range from ₹500 for smaller vehicles to ₹4,000 for larger or more polluting vehicles.

Revenue from Green Fee to Support Environmental and Road Safety Projects

The revenue generated through this green fee will be directed toward environmental conservation projects and measures aimed at improving road safety. Specifically, the funds will be used to implement strategies for controlling pollution, such as promoting the adoption of eco-friendly transportation options like electric vehicles (EVs), and investing in better infrastructure to reduce traffic-related emissions.

Additionally, part of the revenue will go toward strengthening road safety measures, which have become increasingly important due to the rising number of vehicles on the state’s narrow and often congested roads. The government hopes to encourage residents and tourists alike to adopt greener modes of transportation, such as EVs or public transport, to further reduce the carbon footprint.

Addressing the Pollution Crisis in Himachal Pradesh

Himachal Pradesh, especially its capital Shimla, faces a unique challenge in terms of vehicular pollution. While the state is known for its natural beauty and clean environment, the rapid growth of tourism and urbanization has led to a surge in vehicle numbers, resulting in rising pollution levels. Studies have shown that vehicular emissions are a significant contributor to air quality degradation, with tourist destinations suffering particularly during peak seasons.

The state government’s introduction of the green fee aims to not only raise funds but also send a strong message about the importance of environmental responsibility. By targeting the source of pollution—vehicles—the initiative hopes to curb emissions and create a cleaner, healthier environment for residents and tourists alike.

Public Awareness and Encouraging Green Choices

While the green fee has been met with little opposition, it is clear that public awareness and education will play a critical role in the success of this initiative. The Transport Department has emphasized the need to inform residents and visitors about the long-term benefits of cleaner air and eco-friendly transport options.

The department has also signaled that additional measures, including incentives for electric vehicles and improvements to public transportation, will be part of future efforts to address the state’s pollution crisis. By making green choices more accessible and attractive, the government hopes to reduce the environmental impact of its growing vehicle fleet.

Looking Toward a Greener Future

The introduction of the green fee marks an important step in Himachal Pradesh’s ongoing efforts to balance development with environmental preservation. As the state continues to grow and attract tourists, ensuring the health of its environment will be key to sustaining its tourism industry and quality of life for its residents.

With the green fee now in effect, the state hopes that more people will consider adopting sustainable practices, from opting for cleaner vehicles to embracing greener transport solutions. The long-term goal is a cleaner, healthier Himachal Pradesh, where nature’s beauty and public health remain top priorities.
