Kumud Sharma, Diary Times: With the winter season fast approaching, the Shimla district administration has rolled out an ambitious and detailed plan to tackle the challenges that come with heavy snowfall. Aiming to safeguard residents, tourists, and vital infrastructure, Shimla has been divided into five sectors, each assigned a nodal officer tasked with ensuring smooth coordination and efficient handling of snowfall disruptions. This move is designed to ensure a swift, localized response to any issues that arise, reducing the chances of widespread disruption during the winter months.
Snow Clearance and Emergency Services: Top Priorities
In a meeting chaired by Deputy Commissioner (DC) Anupam Kashyap, the primary focus was on ensuring timely snow clearance to maintain essential services. DC Kashyap emphasized the importance of swift snow removal, particularly along key routes and areas that provide access to hospitals, emergency services, and vital infrastructure. He directed that vehicles parked along the national highway near Shoghi be cleared to facilitate snow removal operations. To further improve the efficiency of snow clearance efforts, a trial run of snow-clearing machinery will be conducted. Additionally, ambulances will be fitted with chains on their tyres, ensuring they can reach remote areas and assist patients without delay, even in the heaviest snowfalls.
Stockpiling Essentials and Ensuring Accessibility
In preparation for potential disruptions caused by the snowfall, the administration has made provisions to stockpile essential items. Ration supplies, gas cylinders, and medicines have been stored in ample quantities, ensuring that residents and businesses have access to the essentials even in the event of road blockages. For particularly isolated areas such as Dodra Kwar, the administration has secured six months’ worth of essential goods. Furthermore, roads leading to helipads will be kept clear to facilitate air rescues in case of emergencies, ensuring that help can reach even the most remote corners of the district.
Ensuring Continuous Public Services
To minimize inconvenience during the winter season, the administration has coordinated with the Jal Shakti Department, the Electricity Department, and the Shimla Jal Prabandhan Nigam Limited to ensure uninterrupted supplies of drinking water and electricity. Streetlights across Shimla are being repaired in anticipation of longer winter nights to provide adequate visibility. Additionally, residents have been urged to take safety precautions, including proper use of heating appliances and avoiding unsafe practices such as sleeping with a burning stove. The Fire Department will issue advisories to ensure that residents follow best practices for fire safety during the winter.
Emergency Operations and Traffic Management
The District Emergency Operations Centre (DEOC) will remain active 24/7, with a dedicated toll-free number (1077) available for reporting emergencies. The District Disaster Management Authority will be overseeing operations to swiftly respond to any disasters or unforeseen circumstances. The Shimla Police Department has already conducted a thorough analysis of areas prone to traffic disruptions due to snowfall. A traffic management plan has been put in place to ensure smooth movement of vehicles and quick responses to any traffic-related incidents.
