Shimla imposes strict rules for migrant labourers; mandatory verification implemented

Shimla: To strengthen the safety of migrant labourers and streamline their employment, the Shimla district administration has imposed new rules mandating identification and verification of all migrant labourers. Shimla Deputy Commissioner Anupam Kashyap issued orders under the Indian Civil Security Code, 2023, ensuring that no migrant labourer can be employed in the district without registering with the local police station.

As per the directive, all employers, contractors and traders are prohibited from employing migrant labourers for any formal or informal work unless these workers have submitted their personal details, including a passport-size photograph, to the Station House Officer (SHO) of the local police station. The rule applies to the entire Shimla district and covers all types of employment, from menial jobs to contractual work.

The order also applies to individuals coming to Shimla district for self-employment, informal trade or in search of jobs. They too will have to inform the local police station before engaging in any kind of work.

Violation of the new rules will attract punitive action against both migrant labourers and their employers, as mentioned in Section 223 of the Indian Justice Code, 2023. The district magistrate’s order is effective immediately and will remain in force for two months.

These measures are part of ongoing efforts to ensure better surveillance and security within the district, helping authorities keep proper records of migrant workers and prevent potential security risks.
