Una, April 17: Former Gagret MLA Rakesh Kalia has once again gone to Congress Party after not getting ticket from BJP in the assembly by-election. He has joined Congress in the presence of Himachal Pradesh Congress in-charge Rajiv Shukla in New Delhi.
