Himachal government had asked for budget from JICA (Japan International Corporation Agency) for dairy development, which could not be accepted. To increase the income of milk producers, the Himachal government is going to establish an automatic milk processing plant with a capacity of 1.50 lakh liters per day at Dhagwar in Kangra district. The government will bear the tender expenses for the construction work at its own level.

National Dairy Development Board (NDDB) will provide consultancy services for the project. The plant will be built with the loan from NABARD. Milk procurement network from farmers in rural areas is also to be strengthened. 2.74 lakh liters of milk will be purchased daily for the Dhagwar plant. Under JICA, budget has been made available to many states of the country for dairy development. But Himachal’s proposal has not been accepted. It has been argued that under JICA, money has been given to already approved projects for Himachal and now new projects cannot be included.
