This year, six thousand pre-primary teachers are going to be recruited in the government schools of Himachal Pradesh. All eligible Anganwadi workers are also going to get the opportunity to become teachers. Anganwadi workers are also going to be given a bridge course to become teachers. The recruitment of pre-primary teachers was pending for the last several years. To strengthen the education sector in the state, Chief Minister Sukhvinder Singh Sukhu has announced the highest budget of Rs 9,560 crore in his budget speech.

On Friday, the Chief Minister said in the budget speech that this year 850 educational institutions are going to be given the status of Institute of Excellence. 500 primary, 100 high, 200 senior secondary schools and 50 colleges are going to be included in the Institute of Excellence.

Along with filling all the sanctioned posts of teachers, smart class rooms and other facilities are going to be provided in the schools and colleges of the state.

It has been decided to get these institutions evaluated on the basis of fixed parameters.

School-college leadership training is going to be started so that the principals and headmasters of all the schools and colleges of Himachal Pradesh provide necessary leadership in the field of education.

The Chief Minister said that for better coordination between schools and society and to increase community participation, Apna Vidyalaya-Mera Vidyalaya-Mera scheme is going to be started. Under the Apna-Vidyalaya-Mera Vidyalaya-Mera scheme, from Chief Minister to block level officers are going to adopt one educational institution each. This decision has been taken to connect the community with schools. Under this, support will be provided in providing free education to eligible and interested persons.

Himachal Government has entrusted the responsibility of inspecting one school every month to the sub-divisional officers and reviewing the working style of the students and teachers. Under this, communication is also going to be done with the parents. Decisions regarding the maintenance of schools are also going to be taken in the meeting.

Announcement of reading rooms in 500 schools for general readers under Padho Himachal campaign –

Chief Minister Sukhu said that now annual ranking of educational institutions is also going to be done. Grants will be given to schools only on the basis of performance. This process is going to be done through online portal. Chief Minister Sukhu said that changes are going to be made in the rules of DIET and SCERT to strengthen the process of training of teachers. The non-teaching work required from teachers is going to be reduced. This year in Himachal Pradesh, under the Padho Himachal campaign, reading rooms are going to be built in 500 schools for general readers. Participation of the general public is going to be ensured in running the libraries of these educational institutions. Himachal government has decided to start a public campaign for the development of the culture of teaching and learning.

Separate schools and colleges for boys and girls will be made one educational institution –

The Chief Minister said that the places where separate schools or colleges are running for boys and girls can be merged into one educational institution on the demand of local residents. This is going to lead to the psychological development and personality development of the students along with their academic development.

The Chief Minister said that in areas where there is no primary education school within a radius of three to five kilometers, Himachal Government is going to make arrangements to bring the children to the nearest school and drop them back home.

8.50 lakh students will get water bottles, history, culture, general knowledge of Himachal will be taught from class five onwards –

About 8.50 lakh students studying in government schools of Himachal Pradesh are going to be given water bottles for clean water. The Chief Minister said that two-thirds of the districts of India are suffering from water shortage. The Chief Minister said that the children will be taught the history and culture of Himachal, Indian Constitution, health, basic hygiene and other general knowledge subjects from class five. Mandatorily these subjects will be included in the curriculum. At least one period daily for sports and exercise will be made mandatory in schools. Physical education teachers will also be appointed as per the need.

Ten Rajiv Gandhi day boarding schools will be opened in Himachal Pradesh –

Self-help groups in schools with more than 500 children will be encouraged to participate in preparing and serving food under the Mid Day Meal. Claims will be submitted by all the colleges of the state to get recognition of NAAC in 2024-25. The Chief Minister said that ten Rajiv Gandhi Day Boarding Schools are going to be opened in the state. These schools will also be opened at five other places including Lahru and Nagrota Bagwan in Kangra, Amlehar in Hamirpur and Sanganai in Bhoranj and Una.

Three schools are also being built under the Atal Adarsh Vidyalaya Yojana of the previous government. He said that a separate cadre of employees will be created in these two types of schools. The institutions will be developed as educational institutions of excellence on international standards. The Chief Minister said that the Government has sent various proposals for funding to the Government of India. A proposal of Rs 1,52 crore has been sent under the Samagra Shiksha Abhiyan and Rs 400 crore under the STARS Project. A proposal of Rs 1000 crore under PM Usha and Rs 477 crore under PM Shri has also been sent to the Central Government.

Announcement to link horticulture with tourism sector in the budget –

The government has announced effective implementation of universal carton for packing of apples this year. Gardener organizations have been demanding implementation of universal carton for a long time. After the implementation of Universal Carton, gardeners will not have to put 4 to 6 kg of extra apples in apple boxes. Packing of apples as per the capacity will not affect the quality and the produce will get good prices. In the budget, the government has also announced to link horticulture with tourism.

To promote horticulture tourism, tourists will be given the facility to visit large apple orchards –

In view of the increasing interest of tourists regarding farm stays in the country, the Rural Development Department, Horticulture Department and Tourism Department are going to jointly make a policy. Training and facilities will also be provided to interested gardeners. In 2024-25, 75 micro irrigation schemes will be built at a cost of Rs 300 crore and high density saplings of sub-tropical fruits will be planted in one thousand 200 hectares, which will benefit 6500 farmer families of 80 farmer groups. A Center of Horticulture Excellence will be established at a cost of Rs 12 crore and two fruit processing units will also be set up.

technical Education –

To provide employment and self-employment opportunities to the youth of Himachal Pradesh, the government has also decided to start new courses in engineering and polytechnic institutions. B.Tech and Diploma courses in Computer Science and Engineering (Artificial Intelligence and Data Science) will be started in Rajiv Gandhi Government Engineering College, Nagrota Bagwan. Diploma course in Computer Engineering and IoT will be started in Government Polytechnic Institute, Hamirpur and Talwar. Diploma course in Computer Science and Engineering (Artificial Intelligence and Machine Learning) will start in Government Polytechnic Institute, Sundernagar. B.Tech and Diploma courses in civil engineering will be started in Atal Bihari Vajpayee Government Engineering College, Pragatinagar. Classes will be started in Government Polytechnic Institute, Jandaur from the academic session 2024-25. A total budget of Rs 330 crore is proposed in the technical education sector. Keeping in mind the interests of unorganized sector workers, the target is to register 20 lakh 87 thousand workers by the end of 2024. Apart from this, the employment registration portal of the Labor and Employment Department will also be linked with the Common Service Center so that the youth of the state can get registered through these centres.

Sports and Youth Services –

The state government will make a new sports policy in 2024-25 to encourage the youth to take up sports. In his budget speech in the Assembly House on Saturday, Chief Minister Sukhvinder Singh Sukhu also announced an increase in the prize money given to Olympic, Asian and Commonwealth Games winners. The prize money for winning gold medal in individual event in Olympics has been increased from Rs 3 crore to Rs 5 crore, for silver medal from Rs 2 crore to Rs 3 crore and for bronze medal from Rs 1 crore to Rs 2 crore. The prize money for winning gold medal in individual event in Asian Games was increased from Rs 50 lakh to Rs 4 crore, for silver medal from Rs 30 lakh to Rs 2.05 crore and for bronze medal from Rs 20 lakh to Rs 1.03 crore. In Commonwealth, the prize money for winning gold medal in individual event was increased from Rs 50 lakh to Rs 3 crore, for silver medal from Rs 30 lakh to Rs 2 crore and for bronze medal from Rs 20 lakh to Rs 1 crore. He said that on the basis of medals received by the winning Himachali players in the team events, the above prize money will be divided equally among each player in the ratio of representation.

Nine indoor sports stadiums and complexes will open –

Players will travel by plane to play in places at a distance of 200 kilometers from the state. AC three tire facility will be provided for distances less than 200 kilometers. The Chief Minister also announced to increase the number of sports from the present 43 in the three percent quota fixed for recruitment of outstanding sportspersons to various posts. Announced to give diet money of Rs 400 to those staying in sports hostels and participating in sports competitions held in the state. Announced diet money of Rs 500 for students going out of the state to play. Initial level players will be given Rs 250 per day for participating in the games being held in the state. All other players will be given Rs 400 per day for participating in the games being held in the state. For participating in sports held outside the state, Rs 500 will be given equally per day. All the players staying in sports hostels of the state will be given diet money of Rs 250 and Rs 400. An indoor stadium with modern facilities will be constructed in Hamirpur. An indoor sports stadium will be constructed at Panjoa in Una and Bandrol in Manali. Indoor stadium with swimming pool facility will be constructed in Raihan and Dehra of Kangra district. Indoor multi-purpose sports complexes will be constructed at Kharidi Nadaun, Kasumpti Jaisinghpur and Dhali Bypass of Shimla.

green energy –

To make Himachal Pradesh the country’s first green energy state by the year 2026, the government has made it mandatory to install solar water heater heating systems in new buildings in Solan, Palampur and Dharamshala Municipal Corporations. The Chief Minister has imposed this new condition for domestic consumers to obtain NOC. Solar plants will be installed in a phased manner on the rooftops of government buildings located in these municipal corporations. During the budget speech on Friday, the Chief Minister said that the work of setting up five solar parks with a capacity of 501 MW and solar power projects with a capacity of 212 MW will be started in Una, Kangra, Solan, Sirmaur, Mandi and Shimla. It will be made mandatory to supply at least 20 percent of the load of all government buildings through grid-connected roof top solar plants in a phased manner. Grid connected roof top solar plants and water heating systems will be installed in child and girl shelters, old age homes and Rajiv Gandhi Model Day Boarding Schools of the state. The Chief Minister said that registration of solar energy projects to be established on private land will be kept open for the entire year. With this, exploitation of 100 MW solar capacity will be completed soon. Five MW capacity solar power project at Bhanjal in Una will be inaugurated by September 2024. The 10 MW capacity solar power plant located at Aghlor in Una will be ready by June 2024. Himachal’s largest solar power project located at Pekhuwala with 32 MW capacity will be started by March 2024. Two units of Larji Power House will also be restored soon. He said that under Rajiv Gandhi Start Up Scheme, exploitation of total 100 MW solar capacity will be ensured in the first phase.

An action plan will be made to reduce electricity loss –

The government will prepare a detailed action plan to reduce the loss of electricity under the distribution sector scheme of Rs 1,885 crore in the state. This will increase the quality of power supply and also reduce financial losses. Apart from this, four transmission lines at a cost of Rs 96 crore and six extra high voltage sub-stations at a cost of Rs 290 crore will be built to deliver the surplus electricity to other states at the appropriate time.

Jal Shakti Department –

Chief Minister Sukhvinder Singh Sukhu has targeted to complete four anti-freeze drinking water projects in Kinnaur, Chamba, and Lahaul-Spiti at a cost of Rs 29 crore. 186 drinking water schemes are being implemented through NDB. This will benefit 20, 663 families. Drinking water schemes with capta per day capacity of 135 liters will be implemented in Jwali, Hamirpur, Paprola and Nerchowk. Rs 33 crore will give impetus to drinking water schemes for Amb, Bhuntar. Drinking water schemes for Nahan, Arki, Nirmand, Palampur and Jogindernagar will be improved at a cost of Rs 112 crore. To provide 24 hours water, work on drinking water schemes has started in Rampur Ward 6, 7 and Nalagarh and Chamba, work will start in other 9 cities. There will be improvement in drinking water schemes in Himachal. For this, Village Water and Sanitation Committee will be formed with the participation of local women. Till now 69 testing labs have been established in the state. Sewerage projects at Gagret Dalhousie, Chuwadi, Rewalsar, Bhota, Santoshgarh, Paprola, Nerchowk, Rajgarh, Banjar, Chaupal, Nerwa, and Shahpur will be completed in 2024-25. Sewerage projects will be awarded in 16 rural areas. Under the project approved by AFD for Rs 817 crore, sewerage treatment plants for Manali, Pamalpur, Nahan, Karsog and Bilaspur and drinking water scheme for Manali have been approved. Out of the four schemes approved under the Agricultural Irrigation Scheme, Rs 53 lakh will be made available to complete the scheme approved for Labrang Mardan Colony and Pooh. CCA of 4 thousand 25 hectares will be available on Finnasingh Multipurpose Irrigation Project worth Rs. 644 crores. With this, 1.88 MW hydro power will be produced. With the help of the Centre, this scheme will gain momentum.

New industrial policy will be made in Himachal, all approvals will be given from a single window –

Industrial Incentive and Investment Policy 2024 will be brought to encourage industries in the state. In this, industries will get all the approvals from a single window. In this, investors will be encouraged to invest more. Startup Policy 2024 will be brought for self-employment of youth through industries. Under this policy, women will be given maximum assistance of Rs 4 lakh for one year to establish a startup. Regarding the increased electricity duty on industries during the disaster, the government has announced exemption from increased electricity duty for the industries engaged under Himachal Pradesh Industrial Policy 2019. Certificates regarding electricity duty have also been issued to these industries. Other industries will have to pay electricity duty at increased rates only. Mine and Mineral Policy 2024 will be brought after 10 years to curb illegal mining. Separate parameters will be set for fire services in industrial areas. SOP will be made to deal with fire depending on the number and type of industries. Modern techniques will be used to control the fire. For Baddi-Barotiwala-Nalagarh industrial area, a new road will be built from Sheetalpur to Jagatkhana at a cost of Rs 70 crore which will connect Medical Device Park Dherowal to Baddi Industrial Area.

Food Supply –

Chief Minister Sukhvinder Singh Sukhu has announced to provide oil to ration card consumers for weddings, festivals and other functions at prices lower than the market price. This oil will be available to APL consumers only at the price available in the depots. From April 1, 2024, all consumers will be able to take oil from the depot as per their requirement. With this, consumers of the state will get a benefit of about Rs 100 crore. Chief Minister Sukhvinder Singh Sukhu has announced in the budget speech that the IMPDS system will be upgraded to strengthen the ration distribution system. Portability will be strengthened under the One Nation One Ration Card scheme. There will be monitoring of flour from mills to warehouses. The state government will spend more than Rs 200 crore on food subsidy. CM Sukhu announced that 230 km long roads will be constructed from plastic waste in 2024-25 to conserve environment and reduce the cost of road construction. Calcium chloride and brine solution will be used in snowy areas, so that ice does not accumulate on these roads. This will prevent possible accidents. 40 villages of 10 panchayats will be connected with road facilities.

Sainik Welfare, Cooperative Department –

Chief Minister Sukhu said that the financial assistance for those ex-servicemen above 60 years of age who do not get any other pension will be increased from Rs 3,000 to Rs 5,000 per month. It will also be ensured that 15 percent posts reserved for ex-servicemen in various departments are filled on priority. Online registration of all cooperative societies in the state will be done. The Chief Minister said that in the sequence of computerization of primary agricultural cooperative societies announced in the last budget, the work of linking them with cooperative banks, cooperative department and national database is in progress. It will be completed by the stipulated deadline of 2027.

Center of Excellence in Kandaghat for higher education of disabled people –

A Center of Excellence will be opened in Kandaghat for higher education of disabled people in Himachal Pradesh. The Chief Minister said in the budget speech that till now no educational institution is available in the state for higher education of disabled people. In such a situation, a decision has been taken to open a new excellence centre. The special children’s center located at Dhali in the capital Shimla will be shifted to the Excellence Centre. Residential facilities, play grounds and all other facilities will be provided in this center for disabled children in the age group of 0-27 years. Eligible disabled children for whom accommodation facilities are not available will be given financial assistance for accommodation rent.

This year 40 thousand new eligible beneficiaries will join social pension –

The Chief Minister said that at present approximately Rs 1260 crore is being spent for 7 lakh 84 thousand beneficiaries of old age, widow, single woman, disabled, leprosy patients and transgender pension. In the year 2024-25, 40 thousand new eligible beneficiaries will be included in this scheme, approximately Rs 70 crore additional expenditure will be made on this. The Chief Minister said that as per the market demand, new courses will also be conducted in the Post Graduate Diploma in Computer Application and Diploma in Computer Application courses being run for the beneficiaries belonging to Scheduled Castes, Tribes and Other Backward Classes. This will include GSD, Tally, Artificial Intelligence, Data Management, Machine Learning, Cyber Security courses. The Chief Minister said that the beneficiaries trained under this program will be able to get proper employment.

Urban Development Department –

Chief Minister Sukhvinder Singh Sukhu has said that private professionals will be able to approve residential maps up to 500 square meters in Himachal. This approval will be through a single portal through Auto DCR. He said that an environment cell will be established in the Directorate of Urban Development at the state level. He announced that the functioning of urban bodies will be digital. For this, State Project Monitoring Unit will be established at the state level. With this initiative, various fees and taxes can be collected online. There will be GIS mapping of properties of urban bodies. Chief Minister Sukhwinder Singh Sukhu said that Maharishi Kamgar Awas Yojana has been started in the name of Maharishi Valmiki, the author of Ramayana. Valmiki was the author of Ramayana and recently Ram temple has also been constructed. He said that those sanitation workers of Valmiki community whose annual income is less than Rs 2.5 lakh and do not have their own house, will be given financial assistance of up to Rs 3 lakh to build a house. Houses will be allotted to such persons belonging to EWS in Municipal Corporation Dharamshala, Solan, Shimla and Municipal Council Nalagarh, Parwanoo.

5000 villages will be open defecation free –

The government has announced in the budget to make 5000 villages of the state open defecation free, ODF Plus. Apart from this, a target has been set to form 1000 self-help groups in rural areas. They will be given Rs 32 crore revolving fund and Rs 50 crore loan. About Rs 100 crore will be spent on self-help groups. Apart from this, a model panchayat will be formed in all the districts. All Panchayats will be connected to e-Gram Swaraj software. For Panchayati Raj institutions, Rs 352 crore will be spent as per the recommendations of the 15th Finance Commission and Rs 448 crore will be spent on the basis of the Sixth State Finance Commission.
