A budget of Rs 58,444 crore for the year 2024-25 was presented by Himachal Pradesh Chief Minister Shri Sukhvinder Singh Sukhu on Saturday. The total revenue receipts as per all revised estimates for the year 2023-24 are Rs 40,446 crore. While the total revenue expenditure is estimated to be Rs 45,926 crore. According to the revised estimates for the year 2023-24, a revenue deficit of Rs 5,480 crore has been estimated. Revenue receipts in the year 2024-25 are estimated at Rs 42,153 crore and total revenue expenditure is estimated at Rs 46,667 crore. Thus the total revenue loss has been estimated at Rs 4 thousand. The fiscal deficit has been estimated at Rs 10 crore which is 4.75 percent of the product of Himachal Pradesh. According to the budget of 2024-25, out of every Rs 100 expenditure, Rs 25 is spent on salaries, Rs 17 on pension, Rs 11 on interest payment, Rs 9 on loan repayment, Rs 10 on grants for autonomous institutions, While the remaining Rs 28 is going to be spent on all other activities including capital works.
CM Sukhu gave a big gift to the government employees and pensioners of the state –
It has been announced by CM Sukhu that the payment of dues related to leave encashment and gratuity of retired employees of the state is going to be started in a phased manner from March 1, 2024. Online registration of all cooperative societies of the state is going to be done. CM Sukhu said that the installment of dearness allowance is going to be released at the rate of four percent from April 1, 2024. After April 1, 2024, Himachal Pradesh employees are going to get the facility of LTC at least twice during their service period. Daily wage earners are going to get Rs 400 per day with an increase of Rs 25. All outsourced workers in the state are now going to get a minimum of Rs 12,000 per month. The salary of Panchayat Veterinary Assistant from Rs 7000 per month is going to be increased to Rs 7500.
CM Sukhu announced to increase the honorarium of these employees including Anganwadi workers –
With increased honorarium, Anganwadi workers will now get Rs 10,000 monthly salary, Mini Anganwadi workers will get Rs 7,000 monthly salary, Assistants will get Rs 5,500 monthly salary, Asha workers will get Rs 5,500 monthly salary, Mid-day meal workers will get Rs 4,500 monthly salary, water carriers. (Education Department) monthly salary of Rs 5000, water protector Rs 5300 monthly salary, multi-purpose worker of Jal Shakti Department Rs 5000 monthly salary, para fitter and pump operator Rs 6300 monthly salary, daily wage earners Rs 400 per day with an increase of Rs 25. Daily wage and outsourced workers will now get a minimum salary of Rs 12,000, Panchayat Chowkidar will get Rs 8000, Revenue Chowkidar will get Rs 5800, Revenue Lambardar will get Rs 4200 per month. With this, the honorarium of sewing teachers is going to be increased by Rs 500, SMC teachers by Rs 1900, IT teachers by Rs 1900 and SPO by Rs 500 per month.

CM Sukhu’s gift to public representatives of Panchayati Raj institutions and municipal bodies of the state –
In Panchayati Raj institutions, the honorarium of District Council President is increased by Rs. 4000, Vice President by Rs. 3000, Member District Council by Rs. 1300, President Panchayat Committee by Rs. 1900, Vice President Panchayat Committee by Rs. 1400, Member Panchayat Committee by Rs. 1200, Head by Rs. 1200 and Deputy Head by Rs. 800 per month. An increase of Rs 250 has been announced in the honorarium received by Gram Panchayat per meeting. In local municipal bodies, the honorarium of Mayor is Rs 4000, Deputy Mayor Municipal Corporation Rs 3000, Councilor Municipal Corporation Rs 1400, Chairman Municipal Council Rs 1700, Vice Chairman Municipal Council Rs 1400, Councilor Municipal Council Rs 700 and the honorarium of Pradhan Nagar Panchayat is Rs 1400, Deputy Pradhan Nagar Panchayat An increase of Rs 1100 in honorarium and Rs 700 in the honorarium of member Nagar Panchayat has been announced by CM Sukhu in the budget.
There will be recruitment of Van Mitra and Forest Guard in the state –
One Van Mitra is going to be appointed in all 2061 forest beats of the state. CM Sukhu has announced to fill 100 vacant posts of Forest Guard in the Forest Department. The amount of financial assistance given to ex-servicemen has been increased from Rs 3000 to Rs 5000.
Diet money of police personnel has been increased to Rs 1000. Fitness of all vehicles has been made mandatory through automated testing centre. After completing the construction work of Baglamukhi Ropeway, this ropeway is going to be dedicated to the people of the state this year itself. A plan has been made to cut about 13 thousand Khair trees in 10 forest divisions. Due to which the revenue of Himachal Pradesh is also going to increase.
A petition will also be filed for permission to cut pine trees with the permission of the Honorable Court.
Along with generating additional revenue, the quality of the eco system will also be improved.
It has been announced to open fire fighting units in Nirmand, Kunihar and Ubadesh (Kotkhai), Chhota Bhangal and Chaurah Valley of Kangra.
Players who win medals in the state will get a big gift –
CM Sukhu has announced to increase the prize money for winning gold in the individual event in the Olympics from Rs 3 to Rs 5 crore.
On winning a silver medal in the Olympics, a player will now get Rs 3 crore instead of Rs 2 crore and on winning a bronze medal, a player will now get Rs 2 crore instead of one.
Similarly, in the Asian Games, it has been announced to increase the prize money for winning gold medal from Rs 50 lakh to Rs 4 crore, for winning silver medal from Rs 30 lakh to Rs 2.50 crore and for winning bronze medal from Rs 20 lakh to Rs 1.50 crore.
In the Commonwealth Games, you will get Rs 3 crore instead of Rs 50 lakh for gold medal, Rs 2 crore instead of Rs 30 lakh for winning silver medal and Rs 1 crore instead of Rs 20 lakh for winning bronze medal.
Prize money is going to be given to the prize winners in the team competition on the basis of representation.
It has been announced that players will be given AAC three tier fare for participating in sporting events outside the state up to a distance of 200 km and economy class air fare for traveling to places beyond 200 km.
The number of sports included under the three percent sports quota for various posts in various posts in government departments is going to be increased from the present 43 sports.
Players of primary education level are going to be given diet money of Rs 250 per day for participating in the games to be held in Himachal Pradesh.

Announcement of allotment of 363 houses to economically weaker people –
In Municipal Corporation Dharamshala, Solan and Shimla and Municipal Council Nalagarh and Parwanoo, 363 houses will be allotted to persons belonging to economically weaker sections whose annual income is less than Rs 3 lakh.
Under the Chief Minister Widow and Single Women Housing Scheme, it has been announced to increase the amount of Rs 1.5 lakh being given to all such beneficiaries for house construction to Rs 3 lakh.
MNREGA daily wage has been increased by Rs 60. It has been announced that assistance up to Rs 1 lakh will be given to single, destitute and disabled women MNREGA workers for building houses.
It has been announced to launch a new scheme, Maharishi Valmiki Kamgar Awas Yojana, for assistance in construction of houses for the maids and workers of Valmiki community.
Chief Minister Sukh Arogya Yojana will be started –
It has been announced in the budget to start the Chief Minister Sukh Arogya Yojana. Under this, all the elderly people above 70 years of age who are not paying income tax in Himachal Pradesh are going to get free medical facilities.
Under the Chief Minister Sukh Shiksha Yojana, the Himachal Pradesh government is going to bear the expenditure on the education of children up to 27 years of age of all such widows in the state.
It has been announced that Rs 1,000 per month will be given in the RD account of all the eligible children of widows, destitute, divorced and disabled parents of the state till the age of 18 years.
It has also been announced that 40 thousand new eligible beneficiaries of the state’s old age, widow, single woman, disabled, leprosy pension will be included in the Chief Minister Sukh Shiksha Yojana.
MLA discretionary fund increased from Rs 13 lakh to Rs 14 lakh –
The present limit of funding of MLA priorities has been increased from Rs 175 crore to Rs 195 crore.
MLA discretionary fund is going to be increased from Rs 13 lakh to Rs 14 lakh per assembly constituency.
Under MLA Area Development Fund, the amount per assembly area has been increased to Rs 2.20 crore.
In the year 2024-25, one thousand crore rupees will be spent on those works which are near completion.
Rajiv Gandhi announced the launch of Natural Farming Startup Scheme –
It has been announced to start Rajiv Gandhi Natural Farming Startup Scheme in the budget. Under this, it has been announced that a minimum support price of Rs 40 per kg for naturally grown wheat and Rs 30 per kg for maize will be given to unemployed youth for natural farming.
36,000 farmers are going to be linked to natural farming.
Under Himachal Pradesh Agriculture Mission, high quality crops are going to be promoted in various areas by developing 2500 agricultural cluster groups.
A detailed action plan has been announced to promote the production of coarse grains.
It has been announced to construct new mandis at Mehndali and Shilaru in Shimla district and Bandrol in Kullu district.
Paonta Sahib, Khairi, Ghanduri and Nauhradhar in Sirmaur district and Chauribihal, Patlikuhal and Khegsu in Kullu district, Takoli and Kangni in Mandi district, Jasur, Pasu and Palampur in Kangra district and Parwanoo, Kunihar and Waknaghat mandis in Solan district are to be upgraded. Going to do.

By linking animal husbandry and milk production with natural farming, the minimum support price of cow milk was increased from the present Rs 38 per liter to Rs 45 per liter and the minimum support price of buffalo milk was increased from Rs 47 per liter to Rs 55 per liter.
Under the Himganga scheme, a fully automatic milk and milk products plant with a capacity of 1.5 lakh liters per day is going to be established at Dhagwar in Kangra district.
It has also been announced to set up milk processing plants with latest technology in Una and Hamirpur. 200 refrigerated milk vans are going to be made available to local youth to transport milk at 50 percent subsidy. Artificial insemination training center is going to be established at Darlaghat in Solan district.
Sheep-Goat Farmers Incentive Scheme is going to be launched in Himachal Pradesh to start FMD vaccination for sheep and goats and to solve all their other problems.
The fees charged by APMC from milk production societies are going to be waived from April 1, 2024.
It has been decided to increase the grant given to dependent cows in private cow shelters from Rs 700 per cow per month to Rs 1,200.
Use of universal carton will be started in the state –
The use of universal cartons is going to start from the 2024 apple season. To prepare necessary guidelines in this direction, a committee has been formed in December 2023 under the chairmanship of Secretary Agriculture.

A budget of Rs 531 crore has been proposed for the horticulture sector.
Announcement of 80 percent subsidy to fishermen, carp fish farm will be built in Hamirpur district –
Fishermen are going to be given financial assistance at 80 percent subsidy for the construction of new fishing ponds in an area of 20 hectares.
A new carp fish farm is going to be established as a center of excellence in Hamirpur district.
A broodbank is going to be established in the fish seed farm located in Nalagarh at a cost of Rs 5 crore.
Motorcycles, three-wheelers and ice boxes are going to be provided to the fishermen of Himachal Pradesh on subsidized basis.
10 new biofloc fish production ponds and 10 new small biofloc fish production units are to be established.
To promote trout fish production in the private sector in the cold regions of Himachal Pradesh, 150 new trout fish production units and two new trout hatcheries will be constructed.
Himachal Pradesh’s largest solar power project will start in Pekhubela –
The foundation stone of Himachal’s largest solar power project with 32 MW capacity located at Pekhubela was laid on 2 December 2023. It is scheduled to be completed by the end of March 2024.
A 10 MW capacity solar power plant located at Aghlor in Una district is going to be built by June 2024.
A five megawatt capacity solar power project at Bhanjal in Una district is going to be inaugurated by September 2024.
Under the Rajiv Gandhi Startup Scheme, the work of installing solar panels of 100 to 500 kilowatts on private land at 45 percent subsidy is going to be expedited. Under the Rajiv Gandhi Startup Scheme, a total of 100 MW solar capacity is going to be exploited in the first phase. Registration of solar energy projects to be established on private land is going to be kept open for the whole year, due to which the exploitation of 100 MW solar capacity is going to be completed soon.
It has been announced to install grid connected roof top solar plants and water heating systems in the Boys and Girls Homes and Old Age Homes as well as Rajiv Gandhi Model Day Boarding School of Himachal Pradesh.
Sky Walk Bridge near Kufri –
Five tourist destinations will be developed. These include Chandratal, Kaza and Tandi in Lahaul-Spiti, Rakchham of Kinnaur, and Nako-Chambo-Khab. A sky walk bridge will be constructed at the famous tourist spot of Hassan Valley near Kufri in Shimla. Out of the total 16 proposed heliports in the state, nine heliports will be developed in the first phase at Jaskot in Hamirpur, Rakkad and Palampur in Kangra, Sultanpur in Chamba, Aloo Ground in Kullu, Sharbo in Manali, Kinnaur, and Jispa, Sissu and Rangrik in Lahaul-Spiti. State Cancer Institute will be built with Rs 100 crores –
For the prevention and treatment of cancer in the state, a State Cancer Institute with modern facilities will be established in Dr. Radhakrishnan Medical College, Hamirpur at a cost of Rs 100 crore. With the help of Indian Council of Medical Research, the reasons for increasing number of cancer patients in the state will also be found out. To provide chemotherapy and palliative care facilities to cancer patients in the state, Cancer Day Care Centers will be established at district hospitals and selected Model Health Centers. There will be provision of beds for all the patients undergoing chemotherapy in these centers and chemotherapy medicines will be included in the state essential medicine list so that the patients do not have to spend much money for chemotherapy. Work on 69 Model Health Centers announced in the last budget is in various stages and most of these will be completed in 2024-25 and Rs 1 crore per center will be made available for arranging machinery and equipment in the same year. 325 kilometers of new roads and eight bridges will be constructed
At present there are 40703 kilometers of motorable roads, 34055 kilometers of metalled roads and 2,478 bridges in the state. Out of total 3615 Gram Panchayats, 3578 Gram Panchayats have been connected with motorable or jeepable roads. Of the remaining panchayats, 10 more panchayats will be connected by motorable road in 2024-25. Approval of Rs 2643 crore has been received from the government for 254 roads 2683 kilometers long under Pradhan Mantri Gramin Sadak Yojana-3. 500 km long roads will be upgraded. 325 kilometers of new roads and eight bridges will be constructed. 15 settlements will be connected by road. Thus, under the Pradhan Mantri Gramin Sadak Yojana, 825 km long roads and 8 bridges will be constructed. Apart from this, under ‘Pradhan Mantri Gramin Sadak Yojana-1 and 2’, cross drainage will be done in 150 km long roads.
A proposal of Rs 4490 crore will be sent to the Centre –
The government aims to complete 19 works, including 13 bridges, on 115 km long National Highways in 2024-25 with an expenditure of Rs 631 crore. Apart from this, a proposal will be sent to the Central Government for two-laning or four-laning of National Highways at a cost of Rs 4490 crore. Among these, construction of Sainj-Luhri Pass at a cost of Rs 500 crore and Sainj-Luhri Pass National Highway Parjlodi Pass tunnel at a cost of Rs 750 crore is proposed. Bridges will be constructed on Nagrota Bagwan-Ranital at a cost of Rs 200 crore, Chamba-Bharmaur at a cost of Rs 300 crore, Nahan-Kumharhatti at a cost of Rs 500 crore and bridges on various National Highways at a cost of about Rs 250 crore. Various works will be carried out at a cost of approximately Rs 2,000 crore. During the coming year, 205 km long new roads, cross drainage on 305 km roads, tarring of 425 km long roads and 27 bridges will be constructed under RIDF through NABARD.
