The Himachal Pradesh government is going to implement new construction norms aimed at preserving the natural beauty of the state. Under these new guidelines, buildings along the National Highways (NH) in hilly areas will now be constructed one meter below the road level. This decision has been taken to preserve the beautiful valley views that attract tourists from the country and abroad.
These rules being introduced by the Town and Country Planning Department will apply only to hilly areas with mountains and dense green forests, not the plains. State Town and Country Planning Minister Rajesh Dharmani stressed the need for this move to maintain the natural landscape of Himachal. He said, “The provision of valley view has been set to protect the beautiful views and maintain the natural landscape, which contributes to the beauty and environmental value of a hilly state like Himachal.”

The new rules come as part of an effort to prevent the state’s natural charm from being disrupted, which is increasingly being affected by constructions carried out above the highway. Till now, structures were allowed to be built up to one and a half metres above the road, often blocking the view of the valleys. These constructions were becoming a cause of concern for both the tourism sector and environmentalists.
There are currently 60 planning and 36 special areas in Himachal Pradesh, where these rules will apply. The state government has directed officials to survey and identify areas where the valley view should be protected. A report on these areas is expected by December, after which formal notifications will be issued.
By making these changes, the government aims to preserve the natural scenery that defines Himachal’s charm and continue to attract visitors who come to admire its lush valleys and high mountains. This regulation applies only to the lower part of the road, ensuring that the valley views remain unobstructed, while development is allowed to continue responsibly.
The move is expected to boost the state’s tourism economy while preserving the natural beauty of Himachal Pradesh while also balancing the need for development of modern infrastructure.
