Shimla News: Ban on Transfers of Employees Lifted in Himachal, Cabinet Ministers Get Power

Kumud Sharma, Diary Times, Shimla, March 01: Sukhu Government of Himachal Pradesh has removed the ban on general transfers of Class III and IV employees (Group-C and Group-D). Transfers of this category of employees will be possible from March 2 to March 31. The Personnel Department has issued an order in this regard on Friday.

According to the notification, departmental ministers will be authorized to make these transfers, however, it will be mandatory to take the permission of the Chief Minister for short stay and short distance transfers. The stay of any employee at one place is 3 years. But such transfers can be done after a gap of 2 years. While making transfers, it should also be kept in mind that not more than 3 percent of the employees of any cadre will be transferred. Employees will also be able to apply to the department head for transfer.

It is noteworthy that earlier the state government had decided to impose a complete ban on transfers of government employees and officers from November 21 last year. After November 21, only those transfer orders were being issued which were valid under Para 8 of the Guiding Principles of Transfers. In this, transfer orders are issued only in administrative need or emergency. Even before this, Chief Minister Sukhvinder Singh Sukhu had given powers to cabinet ministers to make transfers of Group C and Group D in their departments.
