Shimla, July 24: The implementation of Universal Carton Regulation in Himachal Pradesh is having a huge impact on the apple market as orchardists are preferring Pinjore in Haryana over Parwanoo. As soon as the apple trade started in Pinjore, orchardists from Himachal Pradesh flocked to Pinjore. Currently, while only 2,000 apple cartons arrive daily in the apple market of Parwanoo, 10,000 to 15,000 cartons are arriving daily in the Pinjore market. This change is causing concern among traders and commission agents of Parwanoo.

Apple growers are choosing Haryana’s Pinjore market because they can sell their apples in old telescopic cartons, which is not allowed in the Parwanoo market because of the implementation of the universal carton regulation.

Apple growers argue that the universal carton rule should be implemented across the country, as its current exclusive application in Himachal is forcing them to look for markets outside the state to avoid losses from using last year’s leftover telescopic cartons.

Economic incentives also play a key role in Pinjore. The market fee in Pinjore is just 0.5%, while in Parwanoo it is 1%. As the apple season progresses, the changing dynamics between these markets highlight the wider impacts of regulatory measures on local economies. The Himachal Pradesh government may need to revisit its policies to prevent further economic displacement and ensure that local markets like Parwanoo remain viable and competitive for apple growers.
