Himachal News : The Deadlock Is Over, Now The Appointment Of Vice Chancellors Will Be Done On The Advice Of The Himachal Government
A few days ago, HP Governor Shri Shivpratap Shukla had a long consultation with the Honorable Chief Minister of Himachal Pradesh Shri Sukhvinder Singh Sukhu on the Amendment Bill for appointments to Agriculture and Horticulture Universities. After detailed discussion between the Chief Minister and the Governor, the amendment bill for the appointments of Vice-Chancellors of Agriculture and Horticulture Universities has been approved by HP Governor Shri Shivpratap Shukla with some general conditions.
All the deadlock between the Raj Bhavan and the Government of Himachal Pradesh on the Amendment Bill for the appointments of Vice-Chancellors of Agricultural and Horticultural Universities of Himachal Pradesh has ended. Now the appointment of Vice Chancellors of both Agriculture and Horticulture Universities of Himachal Pradesh will be done on the advice of the Government of Himachal Pradesh. Now, along with all the representatives of Raj Bhavan, University Grants Commission (UGC) and Indian Council of Agricultural Research (ICAR), there is also going to be a main representative of Himachal Pradesh Government in the screening committee recommending the appointment.

As of now, the Himachal Pradesh Agricultural, Industrial and Forestry Universities Act 1986 is fully applicable to the two universities of Himachal Pradesh. Governor Shiv Pratap Shukla has also clarified that as per the amendment, there is no problem in making the chief representative of the Himachal Pradesh government a part of the screening committee, but the chief representative must have a background in agriculture and horticulture And only a representative at the level of Vice Chancellor will be accepted.
Know the main reason behind making changes in the bill –
The most important reason for making changes in the Himachal Pradesh Agricultural, Industrial and Forestry Universities Act 1986 is that both the Agricultural and Horticultural Universities of Himachal Pradesh are provided budget by the Government of Himachal Pradesh, But under the Act, the Government of Himachal Pradesh did not interfere in any way in the matter of appointments of Vice-Chancellors of both the Agricultural and Horticultural Universities of Himachal Pradesh.
The democratically elected Himachal Pradesh government did not have any role in the appointments. Now with the amendment, a provision has been made to give the Himachal Pradesh Government the power to select the Vice Chancellor. Under the amended Act, the Government of Himachal Pradesh can now make new rules for the appointments of Vice-Chancellors of both Agricultural and Horticultural Universities of Himachal Pradesh.
