Mahesh Kumar, Chief Deputy Director of the Expenditure Department under the Finance Ministry of the Government of India, has written a letter giving strict orders to the Himachal Pradesh Government to release the budget of all the Panchayats of the state. Strict orders have been issued to all the Financial Secretaries and Panchayati Raj Department of Himachal Pradesh and Uttarakhand Governments to deposit the entire budget amount within ten days.

The Central Government of Honorable Shri Narendra Modi has issued strict guidelines to Himachal Pradesh Government and Uttarakhand Government to release the budget of all the Panchayats of the state within ten days. It has been clearly mentioned in the letter that if the Himachal Pradesh government fails to release the budget amount to the Panchayats within ten days, then it will have to pay the amount of additional interest along with the budget for each delayed day. All Panchayats will have to pay. The Union Finance Ministry has issued these guidelines to the Himachal Pradesh Government and Uttarakhand Government last night after the permission of the Central Panchayati Raj Department.

This grant has been released by the Union Finance Ministry after almost seven months.

After releasing the entire budget by the Central Government under the complete information of the Fifteenth Finance Commission, the complete order has been issued to the Himachal Pradesh Government.

This untied fund of Rs 52 crore will be released by the Central Government for various development works in all the Panchayati Raj institutions of the country.

Orders have been issued to all Gram Panchayats, Gram Panchayat Committees and Zilla Parishads to spend the untied fund of Rs 52 crore of the Central Government as per their budget.

Mahesh Kumar, Deputy Director, Department of Expenditure, Ministry of Finance, Government of India, has issued instructions in this regard to the Financial Secretaries and Panchayat Secretaries of Himachal Pradesh Government and Uttarakhand Government.

A grant of Rs 141.35 crore has been issued for both the states of Himachal Pradesh and Uttarakhand. After releasing the grant, a grant amount of Rs 53 crore has been released to the Himachal Pradesh Government and Rs 88.75 crore to the Uttarakhand Government.

Also, the first monthly installment of this year has been released for the financial year 2023-24. Orders have been issued to the state financial departments of Himachal Pradesh and Uttarakhand to release this budget amount within ten working days. Himachal Pradesh Government and Uttarakhand Government will have to release the amount of this budget without any deduction to all the Panchayats of the state with immediate effect.

If the budget amount is released by the Government of Himachal Pradesh and Uttarakhand after a delay of more than ten days, the Government of Himachal Pradesh and Uttarakhand will have to release the budget amount to all the Panchayats along with the days of interest.

The Central Government has issued clear instructions that if this amount is released to the Panchayats of the state after ten days, then the entire interest will have to be released to the Panchayats at the current market rates.

After issuing the guidelines of the Ministry of Panchayati Raj of the Central Finance Department, orders have been issued to release the entire amount for Panchayats, Panchayat Samitis and Zilla Parishads.

The amount of all these untied grants has been released under the guidelines applicable to all the subjects shown in the Eleventh Schedule of the Constitution of the Government of India.

All these budget funds will not be spent by the Himachal Pradesh Government and the Uttarakhand Government in the case of administrative expenses and all salaries.
