Sukhu announced increase in MLA discretionary fund from Rs 13 lakh to Rs 15 lakh. Arrears will be paid to all employees and pensioners in a phased manner from March 1. Graduation payment will also be made from March 1. The installment of dearness allowance will be released to the employees from April 1, 2024. There will be an annual expenditure of Rs 580 crore on this. After April 1, employees will be able to take LTC at least twice during their service period. The budget size is proposed to be Rs 58,444 crore. The estimated growth rate of the state’s economy during 2023-24 is 7.1 percent and the per capita income is estimated at Rs 2,35,199 and the state’s gross domestic product is estimated at Rs 2,7,430 crore.
Big announcement for players, increased diet money of police personnel
Sukhu announced to increase the prize money for winning gold in the individual event at the Olympics from Rs 3 to Rs 5 crore. On winning a silver medal, the player will now get Rs 3 crore instead of Rs 2 crore and on winning a bronze medal, the player will now get Rs 2 crore instead of Rs 1. Similarly, in the Asian Games, it was announced to increase the prize money for winning gold medal from Rs 50 lakh to Rs 4 crore, for winning silver medal from Rs 30 lakh to Rs 2.50 crore and for winning bronze medal from Rs 20 lakh to Rs 1.50 crore. In the Commonwealth Games, gold medal will get Rs 3 crore instead of Rs 50 lakh, silver medal will get Rs 2 crore instead of Rs 30 lakh and bronze will get Rs 1 crore instead of Rs 20 lakh. Prize money will be given to the prize winners in the team competition on the basis of representation. Students participating in sports competitions outside the state will be given SP fare and air fare for distances more than 200 kilometers. Diet money of police personnel increased by Rs 50 crore, residential facility will be provided for police station personnel. It was announced to increase the diet money of police personnel five times to Rs 1000. About 18,000 police personnel will benefit from this. New fire stations will be opened. A new sports policy will be brought. Anganwadi worker will get an honorarium of Rs 10,000. Mini Anganwadi worker will get Rs 7000, helper Rs 5500, Asha worker Rs 5500.
HRTC’s 327 diesel buses will be converted to electric –
Sukhu said that a new industrial promotion policy will be brought in 2024. He also announced the new industrial startup policy. Mines and Mineral Policy will be brought. A road will be built in Baddi with Rs 70 crores. 55 e-vehicle charging stations in the government sector will be made operational. 327 diesel buses of HRTC will be converted to electric. Diesel vehicles of Forest Department, HRTC and GAD will be converted into electric ones. Testing of vehicles will be done through automatic testing centre. A 3.2 km length ropeway will be constructed at Bijli Mahadev. The government will conduct a survey to convert Kalka-Shimla and Jogindernagar railway line into broad gauge. 10 crores will be spent for this.
100 vacant posts will be filled in the forest department –
One post of Van Mitra per beat will be filled in all 2061 forest beats. Apart from this, 100 vacant posts will be filled in the Forest Department. The facility of e-signature and e-dispatch will be available in all government offices. Artificial Intelligence will be used in the Chief Minister Seva Sankalp Helpline Scheme.
825 km long roads will be built under PMGSY –
Out of 3615, 3578 panchayats have been connected with road facilities. The remaining panchayats will be connected with road facilities in the coming financial year. 2683 kilometer long roads will be constructed in the financial year. 325 new roads will be built. 15 settlements will be connected with road facilities. Under the Pradhan Mantri Gramin Sadak Yojana, 825 km long roads and eight bridges will be constructed. The work of drinking water schemes will be completed in four cities. The work of the schemes in Nahan, Arki, Palampur will be completed with Rs 112 crore. The work of drinking water schemes in nine cities will be completed soon. 69 testing labs were established to test drinking water quality. Roads will be tarred up to 1075 km length.
Daily wage of MNREGA workers Rs 300 –
The Chief Minister announced to increase the daily wage of MNREGA workers from Rs 240 to Rs 300. Increased by Rs 60. This is a historic increase. Five thousand villages will be declared open defecation free in the financial year 2024. From April 1, ration card holders will be able to get any edible oil in consumer depots. MNREGA women workers with annual income less than Rs 1 lakh will be given assistance of Rs 3 lakh to build houses.

Announcement of two new schemes –
Sukhu announced Mukhyamantri Sukh Arogya Yojana. Under this scheme, people above 70 years of age who do not pay income tax and do not take pension will get free medical facilities. Along with this, Chief Minister Sukh Shiksha Yojana was also announced. Under this, the government will bear the expenses related to the education of children of all widows up to the age of 27 years, whose income from all sources is less than one lakh. At the same time, for children below 18 years of age, Rs 1,000 per month will be deposited in the account as RD. The government will bear the health insurance premium of all women.
Three Atal Model Schools will be made operational. A special cadre of employees of Atal Adarsh Vidyalaya and day boarding schools will be created. The Chief Minister announced the construction of 10 Rajiv Gandhi Model Day Boarding Schools. A budget of Rs 330 crore is proposed for technical education.
Modern libraries will be built at every panchayat level –
Reading rooms will be built in 500 educational institutions of the state in the financial year 2024. Modern libraries will be opened at every Panchayat level. There is a plan to open 493 libraries in the first phase. The government will make arrangements for transportation of students to schools located at a distance of more than three kilometers. Students will get clean water bottles. Appointment of physical teachers will be given priority.
Students will be able to study through English medium –
In government schools of the state, children will be able to study through English medium from class one. This will especially benefit the students of rural areas. Six thousand pre-primary teachers will be recruited in the coming financial year. Those doing Nursery Teacher Training (NTT) will also be eligible for these posts. They will be trained by conducting a bridge course. For the betterment of education, changes will be made in the system from the coming financial year.
Integrated Public Health Lab in every district –
Digital health cards of 57 lakh people have been made. This work will be completed soon. X-ray facility will be provided in the health institutions of the state with the help of private sector. Integrated public health labs will be opened in every district by the end of 2026.
Nine heliports will be developed, tourists will get skywalk facility –
Four new transmission lines will be built. Notification for expansion of Kangra Airport has been issued in the direction of making Kangra the tourism capital of the district. Land acquisition work will be completed soon. Nine heliports will be developed in the first phase. Their feasibility report has been received. These will be constructed at Rs 13 crore per heliport. All home stay units will be brought under the Tourism Act. Tourists will get the facility of Skywalk.
Himachal will be made the first green energy state by 2026 –
By 2026, Himachal will be made the first green energy state of the country. The state’s largest Solan power plant located at Pekhuwala will be started in the state by the end of March 2024. Rooftop solar plants will be installed on the roofs of houses in a phased manner.
Horticulture Excellence Center will be opened, Universal Carton will be implemented –
Development works worth Rs 300 crore will be done in the horticulture sector. Horticulture Center of Excellence will be opened with Rs 12 crore. Two fruit processing units will be set up. From this apple season, the system of universal carton will be implemented for apple packing.
New markets will be constructed –
New mandis will be constructed in 2024-25. Along with upgrading, the mandis will also be digitized. Web based agriculture portal will be created. Vegetable Plant Center of Excellence will be opened. From April 1, the minimum support price of cow milk has been increased from Rs 38 to Rs 45 per kg, while the purchase price of buffalo milk has been increased to Rs 55. CM said that Himachal is the first state in the country to purchase milk at the minimum support price. If a higher price is obtained in the open market then the cattle rearer will be free to sell it in the market. From April 1, the fees charged by APMC will be waived for milk societies. Rs 50 crore will be spent on milk processing centres. Artificial insemination center will be opened in Darlaghat. A grant of Rs 1200 per cow will be given for each cow.

Announced Rs 680 crore Rajiv Gandhi Prakritik Kheti Startup Scheme to encourage farmers for natural farming. Under this, the government will buy wheat and maize from farmers at the rate of Rs 40 per kg. Rajiv Gandhi Natural Farming Scheme under which 36,000 farmers will be trained in natural farming techniques.
Income of Rs 360 crore due to change in excise policy –
CM said that there is immense potential for investment and employment in green energy. Said that self-reliant Himachal has been envisioned through this budget. This vision will be realized by 2032. The present government did not allow development to slow down due to lack of resources. An increase of Rs 360 crore is expected from the change in state excise policy.
Himachal will be made an energy state –
