Himachal Assembly Budget Session: Opposition Cornered Government On Health Facilities, 18 MLAs Put Forward Suggestions

The opposition BJP on Monday cornered the state government in the Assembly House alleging lack of health facilities in Himachal Pradesh. 18 opposition MLAs have given their suggestions on the cut proposal for health and family welfare. On Tuesday, Health Minister Dr. Dhaniram Shandil will give his reply on the cut proposal.

During the discussion, BJP MLAs alleged that patients are not getting the benefits of Himcare, Sahara and Ayushman Yojana. A demand has been raised to re-employ the outsourced employees appointed during the Corona period, including filling the posts of doctors and paramedical staff in health institutions. Opposition MLAs have also raised the issue of drug mafia’s dominance in Himachal Pradesh. Apart from this, the MLAs have also demanded to strengthen health institutions in their respective areas.

Under the cut motion, BJP MLA Vipin Parmar said that the posts of medical officers are vacant in many hospitals of his assembly constituency. There is no mention of filling the posts of medical officers in the budget for the next financial year. Keeping in mind the needs of the people, the previous government had opened PHCs, which have been closed by the present government. Patients are not getting the benefits of the Chief Minister Free Medicine Scheme in hospitals and medical colleges. He has urged the government to start robotic surgery in IGMC and Tanda Medical College. Vipin Parmar said that Himcare scheme is a lifeline for the people, but the present government has not yet paid the dues of about Rs 200 crore of this scheme.

Una MLA Satpal Singh Satti said that a lot needs to be done in the field of health in Himachal Pradesh. The drug mafia has made wealth worth crores through commission on medicines. He alleged that the mafia is also transferring doctors under pressure. He has raised the demand to take strict action to deal with this.

Sukhram Chaudhary, MLA from Paonta Sahib assembly constituency, has raised the issue of shortage of staff in the main hospital of Paonta. Paonta Sahib civil hospital sick and moved to ICU.

Mandi MLA Anil Sharma said that during the tenure of the present government, there is a huge shortage of staff in hospitals and people of rural areas are not getting health facilities.

Churah MLA Hansraj said that there is a huge shortage of doctors in the Medical College Chamba. Many departments do not have adequate staff. Many doctors have been transferred in various health institutions of Churah due to change of government.

Bharmour MLA Dr. Janakraj said that there is a need to strengthen the health facilities keeping in mind the inaccessible geography of the tribal area Pangi-Bharmaur. In Bharmour, 127 posts of doctors are sanctioned and out of these 87 posts are vacant. He has urged the state government to increase the cadre of doctors according to the current population. He has also justified the doctors’ demand for NPA.

Srinayana Devi MLA Randhir Sharma said that on one hand the government is running the Sukhaashray Yojana for destitute and orphan children, while on the other hand it is creating contradiction by withholding the money of Himcare and Sahara Yojana. Randhir Sharma termed the failure of samples of pharmaceutical companies as unfortunate and said that it reeks of corruption. The government should take strict action against the accused. Randhir said that the Chief Minister has announced that the government will create model health institutions equipped with facilities in every locality. But Shri Nayanadevi Adarsh Health Institute is running with the support of only one doctor. He has accused the state government of discriminating against health institutions in the assembly constituencies of BJP MLAs. There has also been a demand to reappoint the outsourced employees for the oxygen plant during the Corona period.

Nachan MLA Vinod Kumar said that there is a huge shortage of doctors in four Ayurvedic hospitals in his assembly and the government should make appointments there soon.

Sarkaghat MLA Dilip Thakur said that many posts of male and female health workers are vacant in the health institutions of his assembly constituency.

Bilaspur MLA Trilok Jamwal said that the Central Government’s Ayushman and the previous Government’s Himcare schemes were started for the poor, but the present government is trying to freeze the funds of these schemes.

Drang MLA Purna Chand Thakur said that in his light many posts of medical staff are lying vacant.

BJP MLAs Reena Kashyap, Rakesh Kumar Jamwal, Jeet Ram Katwal, Pawan Kajal, DS Thakur and Inder Singh also participated in the discussion.

The proceedings of the House have been adjourned till 11 am on Tuesday at 7 pm.
