Hamirpur: Expenditure observer did the first inspection of the expenditure registers of the candidates

Hamirpur, June 29: Senior IRS officer Anand Kumar, posted as Expenditure Observer by the Election Commission of India for the by-election of Assembly constituency 38-Hamirpur, did the first inspection of the expenditure registers of the three candidates at Hamir Bhawan here on Friday.

During the inspection, Anand Kumar told all the candidates and their representatives to record the details of every expenditure related to their election campaign in the expenditure register. No entry of any expenditure should be missed. This will ensure correct calculation of their expenses and the correct matching of the expenses with the shadow register prepared by the Assistant Expenditure Supervisor and Accounting Team. He said that as per the guidelines of the Election Commission of India, the candidate’s expenditure register should be completely matched with the shadow register.
The Expenditure Observer said that the Election Commission of India keeps a close watch on the election expenses of the candidates. For this, different teams are constantly active in the field and also do videography of the activities related to the election campaign. He informed that the Election Commission of India has set the maximum limit of campaign expenditure of candidates for the assembly elections at Rs 40 lakh. If a candidate spends more than this amount, he can be disqualified and if he does not submit full details of election expenditure, he can be banned from contesting elections.
Anand Kumar informed that it is mandatory to inspect the expenditure registers at least three times to monitor the election campaign expenditure of the candidates. In this sequence, the second inspection will be done on July 2 and the third on July 8.
The Expenditure Observer also instructed the Assistant Expenditure Observer and all the members of the Accounting Team to remain alert and keep a close watch on the evidence and videos of every activity related to the election campaign. He told the candidates and their representatives that there should be no campaigning of any kind after 10 pm. Strict action can be taken against the candidates and their workers who violate this.
